star this property answer text <p>The Warm Home Discount is a key policy in the Government’s programme to tackle fuel poverty and the effects of rising energy prices on low-income households. Launched in April 2011, it has helped over 2.2 million low-income and vulnerable households, including individuals with a disability, each year with their energy costs. However, we do not hold specific data about the number of disabled people receiving the Warm Home Discount.</p><p> </p><p>In recognition of the positive and significant impact of the scheme, the <a href="https://www.gov.uk/government/publications/energy-white-paper-powering-our-net-zero-future" target="_blank">Energy White Paper 2020</a> committed to: extending the scheme to at least 2025/26; expanding the spending envelope from the current £351m to £475m (in 2020 prices) per year, to enable us to reach over 750,000 more households in, or at risk of, fuel poverty; and consulting later this year on reforms to the scheme from 2022 to better target fuel poverty. This will ensure that funds reach those most at risk and in deepest fuel poverty, including supporting the most vulnerable individuals with a disability. This is in line with our updated vulnerability principle included within the fuel poverty strategy ‘<a href="https://www.gov.uk/government/publications/sustainable-warmth-protecting-vulnerable-households-in-england" target="_blank">Sustainable Warmth</a>’, published in February 2021.</p>

star this property answer text <p>The department regularly engages with disability charities and organisations, as well as disabled people and their families and carers, at both Ministerial and official level. We proactively seek stakeholder views on current health, care and employment services to understand what works and where improvements can be made through roundtables, focus groups and face-to-face meetings. These discussions inform and provide the opportunity to test our thinking as we being to develop proposals for the forthcoming White Paper, and we will continue to engage at all levels over the coming months.</p> more like this

star this property answer text <p>In their responses to the 2016 Improving Lives: Work, Health and Disability Green Paper consultation and through several other forums, stakeholders have raised concerns about the feeling of duplication across the current assessment processes. We have therefore been exploring options to reduce this, and make improvements to the customer experience. By testing the feasibility of a single assessment for Employment and Support Allowance/Universal Credit and Personal Independence Payment we can seek to understand if it will improve the assessment process for our customers, and ensure that they still get the right decision.</p><p> </p><p>The design of the feasibility test will be informed by existing evidence and through our continued engagement with external stakeholders and disabled people themselves using existing forums, between now and over the course of Summer 2019. Beyond this we are continuing to work with stakeholders on other improvements to the assessment process, including the introduction of an integrated service, and reform of the Work Capability Assessment.</p>

star this property answer text <p>We committed to working with stakeholders to inform our approach to Work Capability Assessment (WCA) reform in the <em>Improving Lives</em> Command Paper published in 2017 and have been engaging on this broader issue through a number of forums. This has included our Policy Forum, a small group involving academics, think tanks and a number of disability charities.</p><p> </p><p>Specifically, on the single assessment, we are currently gathering evidence to support the design of the feasibility test and will be involving stakeholders to inform this in the coming months. The outcomes from the feasibility test will enable us to establish if a single assessment would improve the customer journey and deliver quality and accurate outcomes.</p> more like this

star this property answer text <p>The number of women in receipt of the main working age disability benefits, Disability Living Allowance (DLA) and Personal Independence Payment (PIP), has not been affected by the rise in state pension age.</p><p> </p><p>New claims for DLA are currently only available for children under the age of 16 since the introduction of PIP on 8 April 2013. However, before the introduction of PIP, DLA had an upper age limit for making a new claim set at the day before a claimant’s 65<sup>th</sup> birthday. This is also the upper age limit to make a new claim for PIP and will rise in line with increases in state pension age.</p> more like this
