star this property answer text
The HS2 programme is experiencing high levels of inflation, consistent with the rest of the economy and construction industry. Whilst I am clear that HS2 Ltd and its supply chain must do all they can do mitigate inflationary pressures, the overall cost of the programme is not affected in real terms because the budgets are set in 2019 prices.

Inflation affects the value of the costs as well as the benefits and using a consistent price base removes the effects of general inflation from the benefit-cost ratio (BCR) calculation. If materials cost inflation and general inflation are significantly different, the BCR could change. Labour and materials costs are modelled as part of the BCR analysis and will be updated for the next iteration of the HS2 business case.
more like this

star this property answer text
The Government laid a Written Ministerial Statement in Parliament on Wednesday 12 July, which conveyed the main findings of the Government’s review into the funding for Islamist extremist activity in the UK. The review has given us the best picture we’ve ever had of how extremists operating in the UK sustain their activities. It has improved our understanding of the nature, scale and sources of funding for Islamist extremism in the UK. The review’s report is classified because of the volume of personal information it contains and for national security reasons.

No single measure will tackle all of the issues of concern raised in the review. The Government has looked carefully at the review’s findings and will build on the measures set out in the Written Ministerial Statement. The Government will also be establishing a powerful new Commission for Countering Extremism. The Commission will have an important role in supporting the Government’s efforts to defeat all forms of extremism.

star this property answer text
The Government laid a Written Ministerial Statement in both Houses on Wednesday 12 July, which conveyed the main findings of the Government’s review into the funding for Islamist extremist activity in the UK. The single most important finding was that the most significant source of funding for Islamist extremism in the UK is small, private donations from UK-based individuals. Often these individuals do not appreciate the extremist credentials of those they are donating to. The Government’s response prioritises tackling the domestic sources of extremism but the Government is committed to tackling all sources, including from overseas. The Government will continue to work with its international partners to combat extremism and where necessary will raise issues of concern in our bilateral relationships. The Charity Commission will be introducing a requirement on charities to declare overseas sources of funding to increase transparency in this area.

The Government’s Counter-Extremism Strategy sets out its commitment to tackling extremism in all its forms, including engaging internationally to support our efforts to defeat extremism in the UK. This includes countering the flow of extremism to the UK, whether money, people or ideology; building international partnerships with all those opposed to extremism; and disrupting extremists from entering the UK. The Government engages with a wide range of international partners on extremism issues, including through the United Nation’s Plan of Action to Prevent Violent Extremism and the United Nation’s Global Counter-Terrorism Strategy.
