Proposals focus on changes that can be made to the welfare system, by employers and across health services to ensure that the health needs and employment aspirations of disabled people and people with long-term health conditions are better supported. The Department is not looking at implementing specific policies during the consultation period, other than the ones specifically announced in the Green Paper.</p><p> </p><p>At Spending Review 2015, we announced a real terms increase in investment in employment support for disabled people and people with health conditions. Disability Confident gives employers the tools and information they need to think differently about disability and to take action to recruit, retain and develop disabled workers.</p><p> </p><p>After the election period we intend to undertake further marketing and promotion of the Access to Work programme. This includes working with stakeholders and partners and employer associations to raise awareness through communications to their customers and ensuring advisers who work with potential customers, including Jobcentre Plus, health professionals and advisory groups, have the information and tools to act as advocates.</p><p> </p><p>This includes work with organisations which support or have an interest in people with musculoskeletal conditions, such as the Chartered Society of Physiotherapists, the British Association of Occupational Therapists, a number of Arthritis support organisations, health professionals, advisory groups and various employer associations.</p><p> </p><p>The standards set in the national Workplace Wellbeing Charter include many elements which support the reduction of musculoskeletal disorders (MSDs), such as increasing physical activity and weight reduction. However, there is no MSD specific standard.</p><p> </p><p>Local accreditation schemes, such as the Better Work Award, can enhance the national standards by adding a local MSD component if appropriate, based on local population needs.</p><p> </p><p>In March 2017, Public Health England, Business in the Community and The Arthritis and Musculoskeletal Alliance published a musculoskeletal toolkit for employers to address MSD issues at work. The toolkit builds on the existing best practice and considers the transferable learning between business sectors and businesses of different sizes. The toolkit has been downloaded over 1000 times since publication.</p><p> </p><p>In our November 2016 Green Paper, the Government set out further proposals to support individuals with musculoskeletal conditions to find or to stay in work. The subsequent consultation drew considerable input from sufferers of musculoskeletal conditions (including arthritic conditions) and their representative groups. 	answer	answer is ministerial correction date of answer 06/03/2017 answer text <p>We intend to proceed with our reforms to Employment and Support Allowance (ESA) because we believe they are the best way to ensure that we provide the right support for those who are unable to work due to a health condition or disability. That support is not limited to just money, but also practical help for ESA claimants to take steps towards and into work, while keeping an important safety net in place for those who are vulnerable or unable to work.</p><p> </p><p>This change will only apply to new claims from 3 April 2017 and will only affect those in the ESA Work Related Activity Group</p><p> </p><p>Existing ESA claimants with a current claim prior to 3 April will not be affected and will continue to get the same level of financial support, with additional protections, including when reassessed and placed in the Work Related Activity Group, set out in regulations.</p><p> </p><p>A key part of our reforms is the allocation of a total of £330m for new, voluntary employment support for people with limited capability for work, over four years starting from April 2017, and an extra £15 million through a top up to the existing Flexible Support Fund in both 2017/18 and 2018/19.</p><p> </p><p>This additional funding means that from April 2017 we will be offering people newly placed in the Work Related Activity Group, and it’s Universal Credit equivalent, more assistance to move closer to the labour market and when they are ready into work.</p><p> </p><p>As well as the £330m set out above, the 2015 Spending Review announced the new Work and Health Programme, which will focus support on people with a disability or health condition. In addition to beginning a commercial process to let contracts with a total value in excess of £400m for the Work and Health Programme in the rest of England and Wales, the Department has announced its intention to provide around £100m of funding to London and Greater Manchester to develop, procure and deliver localised versions of the new Work and Health Programme to fit the needs of their residents. 	answer	answer is ministerial correction date of answer 05/04/2017 answer text <p>The Government is committed to increasing the number of people with disabilities or long-term health conditions, including autism, in employment and there are a range of programmes and initiatives to support them. By March 2017, 1,000 Job Centre Plus staff have been trained to give claimants who have autism the best possible support with their claims.</p><p> </p><p>New measures to help people with autism were launched on 27 March, to mark World Autism Awareness Week. This includes a Disability Confident autism toolkit, which provides comprehensive information on autism and hidden impairments, as well as guidance on employment and local authority services. This Toolkit has been promoted to all government departments.</p><p>In addition, the Department has helped to develop a Disability Passport - About Me - to support people with autism who are seeking jobs and those helping them. Disabled people can share it with their work coach or adviser, to help improve communication and put any reasonable adjustments in place at the earliest opportunity.</p><p>Finally, Improving Lives – the Work, Health and Disability Green Paper’ sets out the Government’s proposals for improving work and health outcomes for disabled people and people with long-term health conditions.
