star this property answer text <p>In December 2013 the UN declared a Level 3 crisis in CAR which is in effect until December 2014. The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.</p><p> </p><p> </p><p> </p><p>The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million). The UK’s combined bilateral and multilateral contributions (through the EU and the UN’s Central Emergency Response Fund) to the CAR crisis total £27 million in 2014.</p><p> </p>

star this property answer text <p>This Government is absolutely clear: exploitation of interns is unacceptable and we don’t hesitate to act where we find that employment law has been broken and someone who is entitled to the minimum wage hasn’t been paid it.</p><p> </p><p>Complaints from interns about non-payment of the minimum wage are prioritised by HMRC for investigation and HMRC will investigate every complaint made to the Pay and Work Rights Helpline.</p><p> </p><p>Research shows that internships and work experience programmes can be valuable opportunities for young people taking their first steps in the labour market. Our work on interns and the National Minimum Wage aims to achieve the right balance between ensuring that opportunities for young people are not cut off and minimising the risk of exploitation.</p><p> </p><p>Our concern, if we were to prohibit unpaid internships, is that this may lead to employers recruiting interns through informal and privileged networks with adverse effects on social mobility or have adverse consequences on the number of available opportunities.</p><p> </p><p>There is no definition of an internship in minimum wage legislation and interns are considered in the same way as everyone else with regards to whether the minimum wage is due. The key issue is whether or not they are workers as defined by minimum wage legislation. If they are, then they are eligible for the minimum wage unless a specific exemption applies. Volunteers are not workers and are not eligible for the minimum wage.</p><p> </p><p> </p><p> </p>

star this property answer text <p>There is no reason why any asylum seekers should be left without support on reaching the age of 18. Unaccompanied asylum seeking children are looked after by local authorities and most will continue to be supported in this way after the age of 18 under leaving care legislation while they remain in the UK.</p><p> </p><p>Any asylum seeker that does not have an entitlement to leaving care support would be eligible to support from the Home Office under the provisions of section 95 of the Immigration and Asylum Act 1999 if they were destitute.</p><p> </p> more like this

star this property answer text <p>We have to recognise that the UK is not immune to problems elsewhere in the world. The UK has one of the most open economies in the world through trade and financial channels. In particular, growth in the euro area – our largest trading partner – is weak and we have to expect that to dampen our own recovery.</p><p> </p><p> </p><p> </p><p>Since entering office, this Government has worked consistently towards a rebalancing of the UK economy and growing our trade with all parts of the world, including key emerging markets. Since 2010, for example, UKTI has increased the number of its overseas-based staff working outside the EU from 875 to 1060, reflecting the growing priority being given to non-EU markets; and, excluding aircraft, nearly all of the exports supported by UK Export Finance in recent years have been to markets outside the EU. Ministers continue to take an active role, including through the Chancellor-led annual Economic and Financial Dialogues with India and China, the most recent of which secured £2.4 billion in bilateral investment deals.</p><p> </p>

star this property answer text <p>The Dutch Safety Board published its preliminary report on the crash of Malaysian Airlines on 9 September 2014. Based on its preliminary findings to date, there is no indication of any operational or technical issues with either the aircraft or its crew. The damage observed on the forward section of the aircraft appears to indicate that the aircraft was penetrated by a large number of high-energy objects from outside the aircraft. It is likely that it is this damage that resulted in the loss of structural integrity of the aircraft, leading to an in-flight break. The Dutch Safety Board is continuing with its investigation. There is no current indication when it will publish the final report.</p> more like this

star this property answer text <p>This Government's long term economic plan has kept interest rates at record lows for hardworking people across the country.</p><p> </p><p>Many lenders impose affordability stress tests on their mortgage lending decisions to ensure that the mortgage will remain affordable should interest rates rise. The Financial Conduct Authority's Mortgage Market Review rules, which came into force in April this year will require all mortgage lenders to conduct such a stress test.</p><p> </p><p>Although UKAR does not engage in new lending, UKAR runs a range of modelling scenarios to understand the potential effects of interest rate rises on customers. This work helps UKAR to identify customers who may be susceptible to higher interest rates and to engage with such customers at an early stage.</p><p> </p><p>UKAR assists all customers who wish to switch mortgage providers.</p><p> </p><p>NRAM and Bradford and Bingley are managed by UK Asset Resolution Limited (UKAR) which was established in 2010 to manage the disposal and rundown of outstanding assets at Bradford &amp; Bingley and Northern Rock Asset Management in an integrated way, with a view to creating value for the taxpayer. UKAR is managed at arm's length from Government, on commercial principles.</p><p> </p><p>It is therefore not for the Chancellor to discuss detailed commercial matters with UKAR.</p><p> </p>

The NICs holiday was a temporary, targeted scheme to help start ups take on new staff within their first year of trading. Although take up was lower than expected, the holiday benefitted over 26,000 businesses and supported over 90,000 jobs.</p><p> </p><p>Building on the lessons learnt from the holiday, we are taking action to reduce the employer NICs burden on small businesses and have created the new Employment Allowance which is simple to administer, permanent and available to all business and charities in the UK, this is reducing their employer NICs bill by up to £2,000 each year. star this property answer text <p>HMRC are not able to provide the information in the manner requested. HMRC do not record the nationality of the claimant receiving Child Benefit for children living in another member state.</p><p> </p><p>Published Child Benefit statistics provide annual estimates of the number of families and children claiming. The latest available (August 2012) show that there were 7.92 million families, responsible for 13.77 million children and qualifying young people receiving Child Benefit.</p><p>The main purpose of Child Benefit is to support families in the UK. Consequently, the rules generally do not provide for them to be paid in respect of children who live abroad.</p><p> </p><p>Nevertheless, Child Benefit is a family benefit under EC Regulation 883/2004. This regulation protects the social security rights of nationals of all member states of the European economic area, including the UK, and Switzerland when they exercise their rights of free movement under EU law.</p><p> </p><p>HMRC holds information on the number of Child Benefit awards under EC Regulation 883/2004. Checks will be applied to both new claims and existing awards.</p><p> </p>
