answer text <p>Through our advocacy and project work we support efforts by the Government of Colombia to strengthen the protection of vulnerable groups and individuals, including witnesses in judicial cases. On 25 April, Foreign and Commonwealth Office officials in London were briefed by a non-governmental organisation's supporting of witnesses in this case, about the threats against them and protection measures provided by the Colombian Government National Protection Unit. We currently have no plans to send observers to follow this specific case.</p> more like this

answer text <p>The Language Services contracts commenced on 31 October 2016, with thebigword appointed as providers of spoken face to face, telephone and video interpretation as well as translation and transcription services.</p><p> </p><p>The initial term of the contracts is four years with up to three one-year extensions available.</p><p> </p><p>The initial term of the contracts with thebigword is due to expire on 30th October 2020. The first option to extend for one-year has been agreed for translation and transcription services, and has also been approved for spoken face to face, telephone and video interpretation services.</p><p> </p><p>The future of the contract, including the possibility of further extensions, is currently being considered.</p> more like this

answer text <p>The Ministry is committed to ensuring the justice system is supported by a range of quality language services that meet the needs of all those that require them.</p><p> </p><p>All our new language service contracts contain robust performance and charging provisions which are designed to ensure the value for money and affordability of the services provided by the department's suppliers. However, we have not felt it appropriate to set a target figure for cost savings for the provision of court interpreters, which is a demand-led service, given the importance we attach to the provision of such support to those who most need it.</p> more like this

answer text <p>The Ministry is committed to ensuring the justice system is supported by a range of high quality language services that meet the needs of all those that require them.</p><p> </p><p>Bookings are classified depending on their complexity level, namely: ‘standard’, ‘complex’ and ‘complex written’. These complexity levels were determined by each Commissioning Body.</p><p> </p><p>I can confirm that the contract sets out the minimum level of qualification and experience a language professional is required to have in order to work on each complexity level of booking. answer text <p>To ensure a high and consistent level of fulfilment across all geographical areas and in rare languages, thebigword have partnered with a number of subcontractors, namely: Global Language Services Limited, Cintra Translations Limited, Debonair Languages Ltd, Supreme Linguistic Services Ltd, Mango Spice Language Solutions, J-anne Interpreting and Translation Service Limited, Global Translation Services and Language River.</p><p> </p><p>Thebigword must ensure that its subcontracts contain obligations no less onerous on the sub-contractor than those imposed on them by the Ministry, including those relating to quality and performance standards. Thebigword are also responsible for carrying out audits to ensure subcontractor adherence to the contract service specification.</p><p> </p><p>All language professionals provided by thebigword, whether directly or via subcontractor, will be subject to ongoing quality assurance provided by The Language Shop. This includes a programme of 'spot checks' of interpreters undertaking assignments.</p>

answer text <p>The Government is committed to ensuring that zoos are safe places to work and visit, and that there are high standards of welfare for all animals.</p><p> </p><p>The Zoo Licensing Act 1981 sets out comprehensive licensing and inspection requirements for zoos. Responsibility for administering these requirements rests with local authorities. Defra supports this by providing the Secretary of State’s Standards of Modern Zoo Practice, which sets out minimum standards that zoos are expected to meet, covering welfare and safety.</p><p> </p><p>The standards are kept under review by Defra’s Zoos Expert Committee, a group of independent experts that advises Defra on zoo issues. Zoos must also comply with the Health and Safety at Work etc. Act 1974 which ensures the safety of staff.</p> more like this

answer text <p>Under zoo licensing legislation zoos are subject to an annual inspection and must comply with the Secretary of State's Standards of Modern Zoo Practice. These are detailed standards for zoo management, including animal health, welfare and husbandry. The standards are kept under review by Defra’s Zoos Expert Committee (ZEC) which includes leading animal welfare experts.</p><p> </p><p>Ministers have tasked the ZEC with considering whether any changes need to be made to the zoo licensing system. answer text <p> </p><p>The Zoo Licensing Act 1981, which sets out comprehensive licensing and inspection requirements for zoos, implements the EC Zoos Directive in Great Britain. Responsibility for administering these requirements rests with local authorities, which have powers to check compliance with zoo licences, to impose conditions and to take action. Ultimately this could mean closing part, or all, of a zoo if the requirements of the legislation are not met. This in turn ensures our compliance with the Directive.</p><p> </p><p> </p><p> </p><p>In response to concerns about how local authorities were carrying out this role, Defra commissioned research into local authority implementation of the Act. The 2011 report, which looked at the period 2008-2010, found no serious problems and indeed there was evidence of significant improvements in a number of areas during this time.</p><p> </p><p> </p><p> </p><p>The report made suggestions for further improvements, such as updating guidance and zoo inspection report forms. These, together with the majority of the suggestions, have been actioned and we continue to work to make further improvements.</p><p> </p>

answer text <p>The Minister for Africa visited Zimbabwe on 23 and 24 November. He met with actors from across the political spectrum, including President Emmerson Mnangagwa and opposition leaders Morgan Tsvangirai and Joice Mujuru. The UK is clear that the only way for Zimbabwe to achieve a legitimate government is through free and fair elections. We welcome President Mnangagwa's commitment to hold free and fair elections next year and we will do all we can to support a legitimate government rebuild the country, working with international and regional partners. The visit was an early opportunity to deliver these messages. Both the Foreign Secretary and the Minister for Africa are engaging with the region and other international partners on this matter.</p> more like this
