We do not provide support to extremist groups, and the need to prevent diversion to these groups is built into our programmes. In August 2013 we gave the Supreme Military Council (SMC) of the Free Syrian Army escape hoods, detector paper and nerve-agent pre-treatment tablets to protect them from chemical weapons attack. This financial year the UK will be providing £1 million of non-lethal equipment to the moderate armed opposition. The exact equipment will depend on the requirements of the recipients, but could include commercially available communications equipment, commercially available vehicles, fuel, portable generators and logistics supplies such as clothing, rations and tents; and individual medical kits. The UK Government also expects to make a significant contribution to the recently announced US-led programme to train and equip the Syrian moderate armed opposition. Details of how that contribution will be delivered are currently being scoped. We also provide support to the political umbrella group the National Coalition. This includes advisory and strategic communications support. 	answer	answer is ministerial correction date of answer 18/09/2015 answer text As required by UN Security Council Resolution (UNSCR) 2139, the Secretary General has produced monthly reports to the Security Council on the humanitarian situation in Syria. UNSCR 2165 and its successor, UNSCR 2191, also continue to be implemented. According to the UN Secretary General’s most recent report, by 31 July 2015, the UN and its partners had delivered 154 shipments of aid into Syria. The UK has allocated £233 million for the provision of humanitarian assistance inside Syria, to be delivered through our UN and non-governmental organisation partners. However, the delivery of aid in Syria is complicated by the continued obstruction of aid delivery by the Assad regime, as well as by the regime’s indiscriminate attacks on population centres, especially through the use of barrel bombs. The UK has given over £800m to the humanitarian response, more than we have given to any previous humanitarian crisis. Some of this has been targeted to provide humanitarian support to the Hasakah Governorate as and where security constraints have allowed.</p><p>Although safe havens can be effective in some situations, they are not currently feasible in Syria. Without all parties agreeing on their establishment there would need to be sufficient military capability to guarantee the safety of individuals.
