	answer	answer is ministerial correction date of answer 24/11/2014 answer text <p>The Government has identified big data as one of the ‘eight great technologies’ that will propel the UK’s future economic growth. Since 2010, the Government has made a series of strategic investments to support the growth of the big data industry in the UK. These include:</p><p> </p><p>- a £159 million investment programme in the UK’s high performance computing and networks infrastructure announced in 2011.</p><p> </p><p>- £189 million investment announced in 2012 to support a programme of big data and energy-efficient computing projects across the UK co-ordinated by the Economic and Social Research Council.</p><p> </p><p>- £10.7 million announced in December 2013 to create a new Higgs Centre for Innovation at the UK Astronomy Technology Centre in Edinburgh that will focus on big data and space technologies.</p><p> </p><p>- £42 million announced in March 2014 to establish a world-leading Alan Turing Institute, which will be established in 2015 to research the analysis and application of big data.</p><p> </p><p>- Investment of over £50 million to establish the Digital Catapult, based in London, which will bring researchers and business together to accelerate new innovative products to market.</p><p> </p><p>On 31 October 2013, the Government also published ‘Seizing the Data Opportunity: a strategy for UK data capability’, which examines the UK’s capability to make best use of all data including big data, public sector held data, research data, and data collected by companies. As a result of the commercial and government investments, the number of premises with a broadband service below 2Mbps continues to reduce. The campaign ran from December 2014 to March 2015 and did not differentiate between fibre optic and satellite. A total cost of £8 million has been set aside for this campaign to include the media buying costs (e.g. the airtime for TV/press adverts) as well as production costs for adverts (TV/radio/digital/out of home), social media activity and a toolkit of materials for local authorities.</p><p> </p><p> </p><p>In addition, as part of the Government’s Business is GREAT campaign we have spent £1.667<strong> </strong>million<strong> </strong>on advertising aimed at small businesses to encourage them to take up a grant for superfast broadband connection for their businesses with a supplier of their choice. Ofcom advise that they do not hold such information for bands below 87.5MHz, but have provided information for bands from 87.5MHz-30GHz.</p><p> </p><p>Ofcom has identified the proportion of spectrum accessed for public sector uses (not limited to the military), defined as all spectrum bands used by the public sector with Crown immunity (i.e. without need for authorisation by Ofcom). This programme aims to release 500MHz of sub-5GHz spectrum from public sector use by 2020. One of the early actions was to gauge stakeholder demand at a series of events. The most recent Programme update was published on 10 March 2014. On the same day Government published the UK Spectrum Strategy which sets out a vision for efficient and flexible spectrum management, with specific actions and the goal of doubling the contribution of spectrum use to the economy by 2025. 	answer	answer is ministerial correction date of answer 30/06/2014 answer text <p>The Enterprising Libraries programme, a £1.2 million partnership between Arts Council England, the British Library and the Department for Communities and Local Government, is supporting local economic growth by turning libraries into spaces for the development of business ideas, providing coaching, advice, meeting spaces and IT support for local businesses and entrepreneurs. Currently sixteen public libraries in England are actively engaged in the programme and receiving financial support.</p><p>Other specific initiatives being delivered through public libraries includes the Access to Research service. This two year pilot commenced in January 2014 and provides a free service enabling local libraries to provide users with access to a wealth of research, including business information. In addition, library authorities are developing business resources to meet local needs.
