answer	answer is ministerial correction date of answer 17/12/2014 answer text <p><strong> </strong></p><p>The Department has no plans to introduce flashing amber at junctions.</p><p> </p><p>The Department commissioned a research project looking into ways of making signals operate more efficiently at quiet times. The report is available at <a href="http://www.gov.uk/government/publications/operation-of-traffic-signals-during-low-demand-periods" target="_blank">www.gov.uk/government/publications/operation-of-traffic-signals-during-low-demand-periods</a>.</p><p> </p><p>The research reviewed practice in other countries, including the use of flashing amber overnight. In its Infrastructure Report published in December 2014 it reported that in June 2014 average download speed in Medway was 31.8Mbit/sand the average upload speed was 3.8Mbit/s. These compare with the UK average download speed of 23.4Mbit/s and average upload speed of 3.2Mbit/s. However, the Minister for the Cabinet Office and Paymaster General met the Commissioner for Digital Economy and Society on 6<sup>th</sup> November to discuss, amongst other things, the digital single market. I am also looking to engage with both Commissioners early in the New Year.
