The LHA is required for traffic management purposes to regulate the flow of construction traffic to the HS2 Euston construction worksite.</p><p> </p><p>The then Parliamentary Under-Secretary of State for Transport (Andrew Jones MP), met with representatives of the Zoological Society of London (ZSL) in April 2017, where they presented updated proposals for the relocation the LHA. Following the meeting, the Minister commissioned HS2 Ltd to undertake a study to consider ZSL’s proposals. An off-street lorry holding area (LHA) is required to manage the impacts of HS2 construction traffic on the central London highways. The provision of an LHA is recommended by Transport for London and considered essential to enable effective traffic management in a built up area such as Euston.</p><p> </p><p>In considering locations for an LHA, HS2 Ltd undertook a sift process where alternative locations were examined for the LHA. None of the alternatives were deemed preferable to the London Zoo car park, as they were either further away from Euston or would have had greater environmental or local community impacts, including in relation to school children and other pedestrians.</p><p> </p><p>The safety of pedestrians, cyclists and other road users is integral to the HS2 traffic management plans that will be implemented upon the establishment of such sites. The LHA at ZSL is designed so that will be segregated from the remaining car park with secure hoarding. In addition, a new access will be provided for construction traffic, to prevent the interaction of construction vehicles and vehicles transporting visitors to the zoo via the existing car park entrance. The House of Commons and House of Lords Select Committees both considered, but ultimately rejected the Zoological Society of London’s (ZSL) proposals for the LHA to be relocated.</p><p> </p><p>However, HS2 Ltd remain committed to seeking to mitigate the impacts of the LHA on the operation of London Zoo. HS2 Ltd has offered to work with ZSL to optimise the remaining area of the car park to suit their requirements, as far as is reasonably practicable. Safeguarding referrals from the youth secure estate to Local Authorities are handled by secure estate establishment staff, as are the maintenance of supporting records. Data provided in this response is therefore the amalgamation of bespoke local records, and is not based with a single methodology. Furthermore, different local authorities have varying protocols in place. For example, in some potential referrals can be ‘triaged’ or reviewed by an on-site social worker before a formal referral is made; in other cases there may be no such arrangement in place and all cases are formally referred to the local authority. answer	answer is ministerial correction date of answer 23/01/2024 answer text <p>Automatic enrolment (AE) has helped millions more women to save into a pension, with pension participation rates among eligible women in the private sector rising from 40% in 2012 to 87% in 2022.</p><p> </p><p>The government is committed to build on the success of AE and is making progress on implementing the measures as set out in the 2017 review. The Pensions (Extension of Automatic Enrolment) Act 2023 was introduced into Parliament with government support and provides the necessary powers.</p><p> </p><p>Once implemented, the measures will disproportionately increase the pension saving of lower earners; a woman working part-time earning National Living Wage could see her pension almost double as a result when saving over her career.</p><p> </p><p>The AE framework cannot be straightforwardly extended to people who are self-employed, as there is no employer to enrol them into a scheme; select a scheme or make contributions.</p><p> </p><p>The department is currently working with research partners to explore the feasibility of building and testing retirement savings solutions in digital platforms. The process enables a clear view of the choices available to the individual and the longer term risks attached to accessing flexible benefits.</p><p> </p><p>The government has to consider the needs of all pension savers regardless of their individual circumstances and it believes that enabling members to make informed investment decisions will yield greater long term financial stability for the individual. It is not therefore policy to introduce an opt out option to this part of the transfer process.</p><p> </p><p>In forming this view, DWP has engaged with pensions industry bodies, the regulators and consumer groups to review The Pension Schemes Act 2015 (Transitional Provisions and Appropriate Independent Advice) Regulations 2017. The review considered how the advice requirement is working in practice and if there are any unintended consequences.
