star this property answer text <p> </p><p>The Home Office has suspended acceptance of all ETS tests taken and used in the <br>UK whist the scope of the issue is ascertained and to determine the number of people who <br>have taken a test and been involved in fraud. We have specialist teams in place <br>to undertake this analysis. <br><br>We are looking at all current and past applications. Anyone who is found to <br>have used or is currently trying to use evidence that they obtained dishonestly <br>can expect to have their leave curtailed and be removed from the UK or have any <br>outstanding application refused and leave the UK. We will also seek criminal <br>prosecution where appropriate and use all of the measures that we have <br>available. <br><br>Our reforms have curbed abuse by closing bogus colleges, making the application <br>process more rigorous and imposing more rules on colleges to improve course <br>quality. However, as the recent BBC Panorama programme highlighted, much more <br>needs to be done. <br>The Government will take all necessary steps, but our approach also requires <br>the education sector, particularly private or further education colleges and <br>those providing secure English language testing, to take on their <br>responsibility to tackle abuse.</p><p> </p>

star this property answer text <p>[holding answer 26 February 2014]</p><p>For the for week commencing 24 February 2014, there were 821 immigration detainees in prisons.</p><p> </p><p>Please note that the data includes a small number of individuals who have never served a custodial sentence. These individuals present specific risk factors that indicate they pose a serious risk of harm to the public or to the good order of an Immigration Removal Centre, including the safety of staff and other detainees, which cannot be managed within the regime applied in IRCs.</p><p> </p><p>To extract this small number of cases who have not served a custodial sentence would incur a disproportionate cost as this would involve looking at individual records.</p><p> </p> more like this

star this property answer text <p> </p><p>As indicated in the debate on 12th February 2014, Official Report, column 858, both the <br>Independent Police Complaints Commission and the Investigatory Powers Tribunal <br>provide an avenue for investigating concerns in this area. <br><br>As a matter of long-standing practice, we do not routinely comment on the <br>detailed use of interception and surveillance, or provide a breakdown of the <br>number of warrants signed in relation to specific circumstances or <br>nationalities.<br><br>Figures for the overall number of interception warrants authorised by the Home <br>Secretary during the period 1989-1992 were published in the Annual Report to <br>the Prime Minister by the Interception Commissioner under the legislation then <br>in force (the Interception of Communications Act 1985). star this property answer text <p> </p><p> </p><p>I understand that, as of 13 May 2014, 36 of the 39 territorial police forces in <br>England - plus British Transport Police - are currently signed up to local <br>protocols for those detained under the Mental Health Act 1983. The other 3 <br>forces report that they are in the process of agreeing such protocols with <br>local partner agencies.<br><br>The agreement of mental health protocols by local agencies is promoted at <br>national level, including through the Mental Health Act 1983 Codes of Practice <br>and the new national Mental Health Crisis Care Concordat, which states that:<br><br>‘Every area should have a local protocol in place, agreed by NHS commissioners, <br>the police force, the ambulance service, and social services. This should <br>describe the approach to be taken when a police officer uses powers under the <br>Mental Health Act'.<br><br>The Mental Health Crisis Care Concordat can be found at: <br>https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/281242<br>/36353_Mental_Health_Crisis_accessible.pdf<br><br>The Department of Health, supported by the Home Office and Mind, is encouraging <br>local areas to sign-up to the principles of the Concordat, with the expectation <br>that all areas in England will have signed local declarations by December <br>2014. The MAC's report published in 2012 called ‘Analysis of the <br>Impact of Migration' <br>(https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/25723<br>5/analysis-of-the-impacts.pdf), suggested that &quot;between 1995 and 2010 an <br>additional 100 non-EU migrants were associated with a reduction in employment <br>of 23 native workers&quot;.<br><br>Recently, the Government published a report on the ‘Impacts of migration on UK <br>native employment: An analytical review of the evidence' <br>(https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/28708<br>6/occ109.pdf). This report is a comprehensive review of the evidence around <br>the displacement effect of migrants on UK native employment and builds on the <br>MAC 2012 report.<br><br>In addition, a report on the ‘Employment and Occupational skill levels among UK <br>and foreign nationals' <br>(https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/28250<br>3/occ108.pdf) finds that over most of the last decade, employment levels in the <br>UK rose faster among foreign nationals than among UK nationals. However, this <br>pattern has reversed, and over the last year around 90 per cent of employment <br>growth was accounted for by UK nationals.</p><p> </p>

star this property answer text <p>[holding answer 20 March 2014]</p><p>The Department did not provide specific funding for staff to carry out trade union activities in 2011, 2012 or 2013.</p><p> </p><p>Information on the amount of paid time spent on trade union activities by staff who are union representatives has only been centrally recorded since November 2012. Between November 2012 and September 2013 our central records show that 1,345 paid days were spent by union representatives on such activities. These central records are based on returns submitted by union representatives to account for the time they have spent on their union roles. Information on the amount of paid time spent on trade union activities prior to November 2012 could only be obtained at disproportionate cost.</p><p> </p><p>Since October 2013 the Department has not permitted members of staff elected as union representatives to be granted paid facility time for any trade union activities and in future will only grant paid facility time for such activities in exceptional circumstances and with approval from the Secretary of State. In line with our legal obligations members of staff elected as union representatives are able to request time away from their work to undertake trade union activities but any time off granted for this purpose will be unpaid.</p><p> </p><p> </p><p> </p>
