answer text <p>The government set out in the 2015 Spending Review that nationally we expect 390,000 children to be eligible for 30 hours free childcare. This figure is derived from national survey data taken in January and is an average across the year. Estimates at a regional and local authority level are not available due to the relatively small population that we are estimating within sub national geographies.</p><p>We publish termly experimental statistics showing the number of children in a place. The most recent publication showed that for the summer term 1,769 codes were issued in York local authority and 1,740 children were in a 30 hours place. answer text <p>Delivery of the 30 hours in York is going well, with over 1100 parents already accessing a place for their child. We also know that, of the providers previously delivering the current entitlements in York, 100% are signed up to deliver the 30 hours offer as part of early implementation. We will continue to engage with York City Council and providers to gather as much learning as possible ahead of September 2017, when the offer is rolled out across the country.</p><p> </p><p>We have commissioned an independent evaluation of Early Implementation of the extended entitlement. This evaluation will focus on generating learning that can be used by Early Implementers and all local authorities ahead of national rollout in September 2017. There will be a national event in the spring to share learning, and a formal evaluation report will be published in the summer.</p><p> </p><p>The Department has already demonstrated its commitment to evaluating the longer-term impact of free entitlement by publishing an evaluation feasibility study in February 2016, and gaining independent advice on the data and methods open to us.</p>

answer text <p>The Department is in regular communication with City of York council via fortnightly catch up calls, set up prior to September 2016, to discuss the delivery of the 30 hours free childcare entitlement. We have also held two Early Implementation (EI) meetings with all EI local authorities (LAs) to share progress and learning since September 2016.</p><p> </p><p>There have also been a number of <em>Learn Explore and Debate</em> events held across the country for providers, organised by the Department’s delivery contractor, Childcare Works. At these events, EI local authorities have discussed how to support providers to deliver 30 hours’ free childcare in their areas.</p><p> </p><p>The Department will continue to hold regular communications with City of York Council regarding the 30 hours offer, and Childcare Works have already organised a series of events over the next few months for LAs and providers across the country. I will also be meeting with York providers in the near future.</p>

answer text <p>During the period of partial closures, the government asked schools, early years settings and childminders to remain open for children of critical workers, as well as children who are vulnerable.</p><p> </p><p>As my right hon. Friend, the Prime Minister, has set out, employers should take into account employees’ access to childcare when making arrangements for any return to work.</p><p> </p><p>As of 13 May, childminders can choose to look after the children of one household if they are not already looking after vulnerable children or those of critical workers.</p><p> </p><p>From 1 June, schools and early years settings opened more widely – allowing more children to attend and more parents to return to work. This includes childminders, who will be able to look after children of all ages, in line with their current Ofsted registration, and within usual limits on the number of children they can care for.</p><p> </p><p>Out-of-school settings will not be allowed to reopen, but wraparound childcare can operate on school premises for children currently eligible to attend that school (in nursery, reception, year 1, year 6 or priority groups). Any such provision which does open from 1 June should ensure they are following the same protective measures being taken by schools during the day, and work with schools to follow their arrangements, such as implementing social distancing or keeping children in the same small consistent groups that they are in during the school day.</p>

answer text <p>The department continues to monitor the sufficiency of childcare nationally. The key measure of sufficiency is whether the supply of available places is sufficient to meet the requirements of parents and children. Ofsted data currently shows that the number of places offered by providers on the Early Years Register has remained stable at 1.3 million places since August 2015. We also discuss sufficiency of provision in our regular conversations with local authorities. Local authorities are not currently reporting any substantial sufficiency issues and we have not seen a substantial number of parents unable to secure a childcare place, either nationally or in York specifically.</p><p>According to findings from the 2021 childcare and early years providers survey, 70% of group-based providers reported having spare places in their full day provision and 49% reported having spare capacity on average across the week: <a href="https://www.gov.uk/government/statistics/childcare-and-early-years-providers-survey-2021" target="_blank">https://www.gov.uk/government/statistics/childcare-and-early-years-providers-survey-2021</a>.</p><p>The department does not hold information on the trends in the availability of childcare in York.</p><p> </p>

answer text <p>The department has not made such assessments with Cabinet colleagues.</p><p>We continue to work across government to look at ways to make childcare more affordable and accessible and to encourage families to use their entitlements. In July 2022, we announced measures to increase take-up of childcare support and reduce the costs and bureaucracy facing providers. These plans give providers more flexibility and autonomy and ensure families can access government support to save them money on their childcare bills.</p><p>The department has a £1.2 million campaign underway via the Childcare Choices website to ensure that every parent knows about the government funded support they are eligible for. More information is available at: <a href="https://www.childcarechoices.gov.uk/" target="_blank">https://www.childcarechoices.gov.uk/</a>.</p><p>The department is also working to expand the childminder market and encourage the growth of childminder agencies, which will enable greater access to this flexible, affordable form of care.</p><p>Data from the Organisation of Economic Cooperation and Development shows that the net cost of full-time, centre-based childcare in the UK in 2021 for couples was 26% of household income, taking account of childcare benefits for a couple where both parents earn 67% of the average wage and have two children aged 2 and 3. This has increased slightly over recent years, from 23% in 2012, 25% in 2015 and 2018 and from 26% in 2019.</p><p> </p><p> </p>
