answer text <p>The government is committed to combatting all types of discrimination in the workplace and wider society.</p><p> </p><p>Many public-sector bodies are exempt from corporation tax and can either reclaim VAT on their purchases or are funded to cover their VAT liabilities. Therefore, they could not be incentivised through tax reliefs to invest further in accessibility to public buildings.</p><p> </p><p>The Equality Act 2010 requires all companies and organisations to make reasonable adjustments to remove the barriers faced by the disabled to ensure they have access to the same services as someone who is not disabled.</p><p> </p> more like this

Part M of the Building Regulations sets requirements for access to and use of buildings, extensions and provision of sanitary conveniences. answer text <p>The Equality Act 2010 requires service providers and employers, including public authorities, to make reasonable adjustments to ensure that disabled people are not put at a substantial disadvantage, including in questions of access. For service providers this is an anticipatory duty, which means that they should not wait until they are asked to make an adjustment. However, the duty does not require publication of information about any adjustments made or the general accessibility features of a building, such as those required by building regulations.</p><p> </p><p>The Government agrees that the public sector can play an important leadership role in providing accessibility information for building users, whether they are visitors or employees. However, the Government believes that such decisions are best made at a local level and has no plans to introduce a requirement for such information to be published.</p> more like this

answer text <p>Government is currently consulting on how we can increase provision of Changing Places toilets in specific new, large buildings commonly used by the public and those undergoing major refurbishment, through a change to building regulations. Please see: <a href="https://www.gov.uk/government/consultations/changing-places-toilets" target="_blank">https://www.gov.uk/government/consultations/changing-places-toilets</a></p><p>The consultation includes an assessment of impacts of increasing provision of Changing Places toilets. The benefits of these facilities are societal, addressing a known need within our communities. Increasing provision will enable people with complex care needs to take part in everyday activities such as travel, shopping, family days out or attending a sporting event.</p><p>The Government has worked with the Changing Places campaign to increase the number of facilities and register them with the Changing Places Consortium. The Department, with contribution from the Devolved Administrations, provided £70,000 to develop an online map that helps carers and disabled people find Changing Places toilets.</p>

answer text <p>The National Planning Policy Framework is supportive of good and inclusive design. This is important, given the government's commitment to building successful and attractive communities. The Framework defines inclusive design as ‘designing the built environment, including buildings and their surrounding spaces, to ensure that they can be accessed and used by everyone’.</p><p>Specific requirements relating to access to and use of new buildings, including buildings to which the public has access, are set out in Part M of Schedule 1 of the Building Regulations. Statutory guidance, which supports these requirements, set out in Approved Document M, Volume 2 – buildings other than dwellings, states that toilet accommodation needs to be suitable, not only for disabled people, but for all people who use the building.</p><p>The Ministry of Housing, Communities and Local Government has commissioned research into the effectiveness of the guidance which supports the Building Regulations’ requirements relating to access to and use of non-domestic buildings. We will be taking the research into account in considering whether any changes need to be made to the guidance on the provision of toilet facilities for people with disabilities.</p>

answer text <p>The Equality Act 2010 prohibits discrimination against disabled people in the provision of goods, facilities and services. Sport England has produced the ‘Accessible Sports Facilities’ guidance note to ensure that providers meet the needs of the widest range of people in the design, operation and maintenance of sports facilities.</p><p>The Arts Council has published guidance called 'Building Inclusion: Physical Access Guidance for the Arts' which covers access in relation to all aspects of arts buildings from arrival and circulation to toilets and signage for all users - staff, artists and the public.</p><p>The Arts Council's current capital programme has focused on repair, renewals and refurbishments including supporting applications that seek to improve physical access. Organisations in the Arts Council's 2015-18 portfolio will need to provide an Audience Development plan for access for deaf and disabled people as part of the Funding Agreement negotiations.</p> more like this
