answer	answer is ministerial correction date of answer 05/07/2018 answer text <p>It is important to take the time to get the details right for a better care system, so that people receive high standards of care, helping them maintain their independence and well-being. This is why we want to integrate plans for social care with the new National Health Service plan, we therefore now intend to publish the social care Green Paper in the autumn around the same time as the NHS plan.</p><p> </p><p>In the meantime, all councils have statutory duties to look after the vulnerable, elderly and disabled people in their area. The Care Act 2014 requires that where a person is assessed as having eligible care and support needs, these must be met by their local authority. For those who do not meet the eligibility criteria, local authorities should signpost people to relevant services.</p><p> </p><p>The Care Act 2014 also placed a new duty on councils to offer a meaningful choice of services, so that people have a range of high quality, appropriate care options to choose from and that they get the services that best meet their needs.</p><p> </p><p>The Government recognises the pressures on the social care system. This is why the Government announced an additional £2 billion at Spring Budget 2017 for adult social care over the three years from 2017-18. The issue was highlighted by the Competition and Markets Authority (CMA) in the final report of their care home market study published on 30 November 2017.</p><p> </p><p>It is right that the CMA is taking enforcement action where appropriate and we welcome that the CMA will provide guidance on consumer law for the adult social care sector. That is why in 2013 we announced the Better Care Fund (BCF), implemented from 2015, which allows local authorities and clinical commissioning groups to pool budgets for the purposes of integrated care. The Fund has incentivised collaborative working in local areas, helping people to live independently in their communities for as long as possible. In 2016/17 85% of areas agreed or strongly agreed that the delivery of their BCF plan had a positive impact on integration locally.</p><p> </p><p>The Government has already taken significant action to help reduce delayed transfers of care (DToC), including providing an additional £2 billion of funding for social care, setting expectations locally for reductions in DToC and asking the Care Quality Commission to undertake a series of local system reviews to evaluate the boundary between health and social care’s functionality, the findings of which have recently been published.
