answer	answer is ministerial correction date of answer 26/03/2015 answer text <p>The Department jointly leads, with the Home Office, the Reducing Demand strand of the Government’s 2010 Drug Strategy ‘Reducing demand, restricting supply, building recovery: supporting people to live a drug-free life'. The third annual review of the drug strategy published last month highlights recent and planned developments in our programme of work to create resilience amongst those who do not take drugs and to support those that do misuse drugs to stop.</p><p> </p><p> </p><p> </p><p>The strategy includes universal actions aimed at all young people, and targeted actions for those most at risk of using drugs or who have already started using drugs, and tackles the range of risk factors that make people vulnerable to substance misuse. answer	answer is ministerial correction date of answer 09/06/2016 answer text <p>We have worked closely with the National Police Chiefs' Council (NPCC) to ensure that the police have the necessary resources to tackle dealers of substances banned under the Psychoactive Substances Act 2016.</p><p>We held joint operational workshops with the NPCC for enforcement partners across the UK and the NPCC has produced guidance for officers, in consultation with the Home Office, to support enforcement of the Act’s offences. The Local Government Association has developed guidance to assist action by local authorities.</p><p>In addition, we have put in place a comprehensive testing programme to fulfil the evidential requirements of the Act. For the first year of implementation, test results will be held by the Home Office’s Centre for Applied Science and Technology who will maintain a central reference bank of data. These include the following:</p><p> </p><p> </p><p> </p><p>- a summary of the health harms of drugs published by the Department in August 2011 sets out an assessment of the health harms of novel psychoactive drugs among others. The report outlined acute and chronic problems associated these substances, but the date of the evidence review meant it was early to determine the actual harms of the NPS;</p><p> </p><p> </p><p> </p><p>- the Advisory Council on the Misuse of Drugs (ACMD) published its report ‘Consideration of the Novel Psychoactive Substances (‘Legal Highs’)’ in 2011. The report includes an assessment of the harms that these drugs cause;</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>- since 2010, the ACMD has published a number of reports on their assessment of different types of NPS, including the harms they cause. The drugs the ACMD have reported on include tryptamines, NBOMe compounds, benzofurans, O-desmethyltramadol, methoxetamine, synthetic cannabinoids, and 2-DPMP (Ivory Wave);</p><p> </p><p> </p><p> </p><p>- on 30 October 2014, the Home Office published the report of an expert panel they appointed to look at the issue of NPS and provide recommendations to the Government. Alongside the report and the Government response, the Home Office also published an NPS evidence review. The evidence review found that that the available evidence suggests that the overall harms from NPS are low compared to the overall harms from traditional illicit drugs;</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>- the Government’s Drugs Early Warning System (DEWS) helps ensure that harmful new substances are rapidly identified. Local and national intelligence gathered by DEWS – including health harms – assists the ACMD in its assessment of harms of NPS. On a broader scale, national intelligence is fed into a Europe-wide early warning system for new substances;</p><p> </p><p> </p><p> </p><p>- FRANK, the government’s drug information service, has information about the harms caused by NPS; and</p><p> </p><p> </p><p> </p><p>- Public Health England (PHE) is supporting and contributing clinical expertise to the first set of clinical guidelines on the acute management and treatment of novel psychoactive substances (NPS). Project NEPTUNE will advise clinicians on how to assess and respond to NPS related harm and is currently being developed by the Central and North West London NHS Foundation Trust. The guidelines are due to be published in 2015. The Government will respond to the expert panel’s report and its recommendations shortly.<br><br>The Coalition Government has already banned hundreds of new psychoactive substances. answer	answer is ministerial correction date of answer 21/09/2015 answer text <p>The dependence-forming potential of many new psychoactive substances (NPS) is still largely unknown, and the number of people attending specialist drug treatment services is relatively small. If users need help, it will more likely be because they have acute NPS-related problems (eg, agitation, palpitations, seizures) and they will probably first present at accident and emergency (A&amp;E) departments.</p><p> </p><p> </p><p> </p><p>Local authorities are responsible for assessing drug treatment needs in their local areas and providing services to meet that need. This includes determining the scale of NPS use and harm in their areas and ensuring there are services to tackle that harm.</p><p> </p><p> </p><p> </p><p>Public Health England (PHE) supports local authorities in their work of assessing need and planning services, by improving data, intelligence and information sharing systems, to ensure prevention and treatment are as effective as they can be in the changing NPS market.</p><p> </p><p> </p><p> </p><p>PHE has produced an NPS toolkit for substance misuse commissioners which gives a broad overview of the challenges from NPS and provides commissioners with resources and advice to inform their work.</p><p> </p><p> </p><p> </p><p>PHE has also supported Project NEPTUNE, which is producing detailed and practical clinical guidance and tools for A&amp;E, drug treatment and other services that deal with people who have NPS problems.</p><p> </p><p><strong> </strong></p><p> </p> answering member constituency Battersea answering member printed Jane Ellison question first answered 21/09/2015 14:54:24 answering member 3918 label Biography information for Jane Ellison

Public Health England (PHE) supports local authorities in this work, by providing bespoke data, value for money tools, topical briefings, and advice on good practice to help local authorities meet the needs of their local population, including older people.</p><p> </p><p>PHE is engaged in a series of work programmes which aim to reduce the incidence of substance addiction and help provide support to older people; an alcohol misuse screening question has been part of the national NHS Health Check since 2013.
