	answer	answer is ministerial correction date of answer 20/12/2016 answer text <p>As at the 20 December, in addition to claims which the Rural Payments Agency (RPA) cannot pay due to legal reasons such as probate, all but 6 claimants had received a payment for BPS 2015. In addition the RPA is investigating new queries it has received.</p><p> </p><p>For BPS 2016, the RPA announced that over 68,200 farmers in England have now received a 2016 Basic Payment Scheme (BPS) payment. 	answer	answer is ministerial correction date of answer 28/12/2016 answer text <p>As at the 21 December, in addition to claims which the Rural Payments Agency (RPA) cannot pay due to legal reasons such as probate, there are 6 BPS claims to complete for BPS 2015. The RPA is investigating new queries it has received and is currently reviewing 2,539 of these.</p><p>We understand how important BPS payments are to farmers and we’re working hard to get money into bank accounts. We’ve agreed that BPS 2016 payments for certain claimants whose 2015 claims are still being reviewed, such as some types of common land claims, should not be held up. The £778m Superfast Broadband Programme will provide 95% of UK premises with access to superfast broadband by the end of 2017.</p><p> </p><p>The RPA online system had been designed to operate on older dial-up internet connection speeds. In addition, many farmers in rural areas have affordable access to satellite broadband connection and the RPA had mobile satellite units to assist those in very hard to reach areas. As of 21 April the Rural Payments Agency had completed the processing of 77,840 claims for 2015. Although the payment window runs from 1 December 2015 to the 30 June 2016, the Agency has announced that those customers who won’t receive a claim payment in April 2016 will be provided a bridging payment.
