	answer	answer is ministerial correction date of answer 06/09/2022 answer text <p>The annual sales limit for society lotteries was increased from £10 million to £50 million in July 2020.</p><p>We published a review of the impact of these and other changes to society lottery sales and prize limits in March 2022 (<a href="https://www.gov.uk/government/publications/review-of-society-lottery-sales-and-prize-limits/one-year-review-of-society-lotteries-sales-and-prize-limits" target="_blank">link</a>). Early indicators are positive, for example the increase in the annual sales limit has allowed some multiple licensed operators who previously had annual sales in excess of £10 million, to take advantage of the new limit to restructure and become single licence holders, and use the cost savings in doing so to increase good cause returns. The review concluded that it is too soon to reach any firm view on the impact of the changes, especially during a time that the effect of the Covid pandemic made any evaluation more difficult, given changes in consumer behaviour over this period which may have had a distorting effect. We want to see more data on annual growth of the sector to fully measure their impact. Since the review, the Gambling Commission has published further data which shows that the large society lottery sector is continuing to grow.</p><p>The Gambling Commission does not collect data on the location of beneficiaries of grant funding. Society lotteries are a helpful way of permitting non-commercial societies to fundraise for good causes. Funds raised by society lotteries are distributed within the stated purposes of that society, and it is for each operator to determine where the money raised is distributed. They are only permitted at single work locations. The Gambling Act 2005 prohibits advertising workplace lotteries outside of the premises, which includes by email or via a workplace intranet. Secondary legislation to implement the reforms to society lotteries announced in July 2019 was laid in January 2020 and is scheduled to be debated on 9 March in the House of Lords, and 10 March in the House of Commons. The consultation seeks to achieve a balance between enabling growth in the society lottery sector, while also protecting the unique position of the UK-wide National Lottery, which has raised over £39 billion for good causes since it started in 1994.</p><p> </p><p>In terms of supporting the National Lottery, work has begun with the Gambling Commission on preparations for the next licence competition, and this year is an important one for the National Lottery in marking its 25th Anniversary. 	answer	answer is ministerial correction date of answer 30/01/2019 answer text <p>The De Minimis Assessment which accompanied the society lotteries reform consultation outlined the assessments made of the benefits to good causes of the proposals to increase sales and prize limits, including increasing the per draw prize limit to £1 million (link: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/720931/society_lottery_dma_pdf_final.pdf).</p><p> </p><p>The assessment shows that increasing these limits in line with the Government’s preferred options is likely to increase the amount of money charities and others can raise for the good causes they support. We are not in a position to quantify this at present, as we do not know how many large society lotteries will increase their sales and prize limits, or change their business models to account for the changes being proposed.</p><p> </p><p>I am currently considering the views expressed in the consultation, from meeting with stakeholders and members, including those in favour and those against these reforms, and I hope to respond in the first half of the year.
