	answer	answer is ministerial correction date of answer 28/10/2016 answer text <p>In December 2015, every G7 nation set out how they will meet a collective target to reach an additional 400 million people with risk insurance by 2020. The UK has led the way, making excellent progress in delivering on its pledges of support for Climate Risk Insurance in the past year including funding for African Risk Capacity (ARC) and Pacific Catastrophe Risk Assessment and Financing Initiative (PCRAFI). UK Ministers have been invited to participate in side events at COP to highlight progress with the G7’s InsuResilience climate risk insurance initiative and on ARC.</p><p>Currently, just 5% of losses from natural disasters in low-income countries are covered by insurance (against around 40% in developed countries), leaving millions with nothing to rebuild their lives after disaster strikes. From April 2011 to March 2023, it is estimated that UK International Climate Finance programmes have directly supported over 100 million people to adapt to the effects of climate change. At COP26, the UK COP Presidency secured a commitment from developed countries to at least double adaptation finance for developing countries by 2025. As the UK, we will triple our funding for adaptation from £500 million in 2019 to £1.5 billion in 2025. This includes the Glasgow Dialogue which will discuss the arrangements for the funding of activities to avert, minimise and address loss and damage. As Presidency we will also be supporting the process to operationalise the Santiago Network, which will catalyse and deliver technical support to enable countries to cope with the impacts of climate change.</p><p>We are also taking action through our International Climate Finance (ICF) - which will total £11.6 billion over the next 5 years, with an extra £1bn in if fiscal conditions allow - as well as through broader humanitarian assistance.
