	answer	answer is ministerial correction date of answer 28/11/2022 answer text <p>The Veterans Recognition Card provides a memento of Service and maintains a tangible link to the Armed Forces. It is also one of the ways that veterans can verify their service to help access public and charitable sector services and support, but possession of a card is not a prerequisite to do so.</p><p> </p><p>Veterans are civilians and are entitled to the same cost of living support offered by the National, Local, and Devolved Governments wherever they reside, in common with the general population. This includes the Energy Price Guarantee, Cost of Living payments, and Council Tax rebate as applicable to their location and personal circumstances. Veterans may also receive financial support targeted at them as a distinct group from their Regimental Associations or Service Benevolent Funds, and additional support is also available from the wider Armed Forces charitable sector.</p><p> </p><p>In terms of support provided by the Ministry of Defence, Veterans UK has processed Disability Cost of Living payments for eligible veterans whose only government-paid income is from a War Disablement Pension. Phase one is complete, with Service leavers from 2018 onwards receiving a recognition card as part of the discharge process. Phase two aims to extend the scheme to existing veterans. Work on determining how best to achieve this, working with veterans and other stakeholders, is underway at pace and has included the testing of secure, digital verification of veterans’ status. We remain on track to deliver phase two during this Parliament.</p><p> </p><p>The pace of the phase one roll-out is set by the number of personnel leaving the services each month. Work is underway to develop the verification system required in order to begin the second phase of the card rollout to those who left service before December 2018. The Office for Veterans’ Affairs has led this work through the initial development phases and the Ministry of Defence has now taken responsibility for the next stage which will further develop and test the service, including with a small community of veterans. As of January 2023, there have been over 62,100 HM Armed Forces Veterans’ Recognition Cards issued as part of phase one</p><p><br> Phase two aims to extend access to the recognition card scheme to those veterans who left service before December 2018, including those residing in Canterbury. The MOD is currently developing the verification system required to enable the delivery of Phase two and is working closely with veterans and other stakeholders to make sure that the system works, before introduction into live service. We will be engaging with veterans over the coming months to participate in this testing phase. This list is set in secondary legislation and further legislation would be required to add the Veterans’ Recognition Cards. A comprehensive list of the accepted forms of identification is available at the following link: <a href="https://www.electoralcommission.org.uk/i-am-a/voter/voter-id/accepted-forms-photo-id" target="_blank">https://www.electoralcommission.org.uk/i-am-a/voter/voter-id/accepted-forms-photo-id</a>.</p><p> </p><p>Consideration will be given in the future to including the Veteran’s Recognition Card on the list of approved ID for use in polling stations, once the rollout of cards to pre-2018 veterans is complete.
