There are no current plans to make legislative changes to extend this exemption to those under the age of 25 but as with all our policies, this will continue to be kept under review.</p><p> </p><p>For individuals who may require more support and whose circumstances may make it difficult for them to share accommodation, Discretionary Housing Payments are available.</p> more like this

star this property answer text <p><del class="ministerial">Support for rented housing costs are available through Universal Credit and Housing Benefit. Discretionary Housing Payments are also available, these payments are very flexible and can be considered where, in the local authority's opinion, further financial assistance towards housing costs is required.</del></p><p><del class="ministerial">Last week, the Chancellor announced, in response to COVID-19, that for 2020/21, we will increase the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that they are set at the 30th percentile of market rents.</del></p><p><del class="ministerial">As both the Prime Minister and Chancellor have made clear, the Government will do whatever it takes to support people affected by COVID 19 and we have been clear in our intention that no one should be penalised for doing the right thing. These are rapidly developing circumstances, we continue to keep the situation under review and will keep Parliament updated accordingly.</del></p><p><ins class="ministerial">We have increased the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that it covers the cheapest third of local rents – which is on average £600 in people’s pockets. </ins></p><p><ins class="ministerial">The government has brought forward a package of measures to protect renters affected by coronavirus. With these in force, no renter in either social or private accommodation will be forced out of their home.</ins></p><p><ins class="ministerial">From 26 March, landlords have had to give all renters 3 months’ notice if they intend to seek possession (i.e. serve notice that they want to end the tenancy) – this means the landlord can’t apply to start the court process until after this period.</ins></p><p><ins class="ministerial">This extended buffer period will apply in law until 30 September 2020 and both the end point, and the 3 month notice period can be extended if needed.</ins></p><p><ins class="ministerial">From 27 March, the court service has suspended all ongoing housing possession action – this means that neither cases currently in the system or any about to go in to it can progress to the stage where someone could be evicted.</ins></p>

These are rapidly developing circumstances, we continue to keep the situation under review and will keep Parliament updated accordingly.</del></p><p><ins class="ministerial">We have increased the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that it covers the cheapest third of local rents – which is on average £600 in people’s pockets. </ins></p><p><ins class="ministerial">Discretionary Housing Payments are made at local authority discretion, including the amount and duration of any award.</ins></p><p><ins class="ministerial">Local authorities administer the scheme as they are best placed to make informed judgements about relative priorities and needs in their area to ensure that the most vulnerable are supported and the limited funds are targeted effectively.</ins></p><p><ins class="ministerial">As we have announced at the spending round for 2020/21 there is £179.5m in DHPs for Local authorities to support renters with housing costs in the private and social rented sector. The increase to the Local Housing Allowance rates will help alleviate shortfalls in the private rented sector and relieve pressure on DHPs.</ins></p>

star this property answer text <p><ins class="ministerial">There is no option for fortnightly payments in Universal Credit (UC).</ins></p><p><ins class="ministerial">Alternative Payment Arrangements (APA) are available to support claimants who cannot manage their single monthly payment where there is a risk of financial harm to the claimant and/or their family. These include more frequent payments. UC staff will always consider an APA where a need has been identified either by a work coach, case manager, or triggered by information received from the claimant, their representative or their landlord.</ins></p><p> </p><p> </p><p> </p><p><del class="ministerial">There are no plans to review the four categories of specified accommodation at a national or local level. However, we are reviewing the guidance for specified accommodation claims to improve consistency in decision-making.</del></p><p> </p><p><del class="ministerial">The specified accommodation definition was introduced into Housing Benefit in 2014 to extend the protections for exempt accommodation to other categories of supported housing that, although not materially different, were subject to welfare reforms. As a result, housing support for people living in specified accommodation is paid through Housing Benefit rather than Universal Credit and this support is exempt from the Benefit Cap.</del></p><p> </p><p><del class="ministerial">The specified accommodation definition applies to all of Housing Benefit across Great Britain.</del></p>

star this property answer text <p>We carefully balance our duty to the taxpayer to recover overpayments, with support for claimants. Safeguards are in place to ensure deductions are manageable. From 12 April 2021, we further reduced the cap on deductions from Universal Credit awards to 25 per cent and lengthened the period from 12 to 24 months, meaning in effect someone can receive 25 payments over 24 months, giving them more flexibility over the payments of their Universal Credit award. This will also allow claimants to retain more of their award, giving additional financial security, and follows a previous change in October 2019 that reduced the cap from 40% to 30%.</p><p> </p><p>Customers can contact the Department if they are experiencing financial hardship to discuss a reduction in their rate of repayment, depending on their financial circumstances, whilst work coaches can also signpost claimants to other financial support.</p><p> </p><p>The information requested is provided in the attached spreadsheet.</p> more like this
