We frequently urge the Zimbabwean government to implement the new constitution agreed in 2013, which provides a foundation for improved governance and human rights, and to make necessary reforms to the electoral system to resolve the shortcomings identified by Southern African Development Community and the African Union observer mission during the 2013 elections. For years there have been problems with late payment or non-payment of pensions, and the benefits have been severely eroded. Officials from the FCO, and the British Embassy in Harare last raised Pensions with the Zimbabwean government in September.</p><p>As acknowledged by the OSPA, the responsibility for payment of these pensions rests squarely with the Zimbabwean government. The UK does not have any legal obligation or responsibility for the pensions of Zimbabwe former public service workers. Additional contributions to multilateral development bank’s capital are infrequent and only happen through General or Selective Capital Increases (known as GCIs and SCIs). The most recent of these for IBRD became effective in 2011.</p><p> </p><p>The paid in amount is fixed in US dollar terms. As such the Sterling amount varies slightly each year depending on the exchange rate. DFID has continued to provide support to WASH as part of our unprecedented £427m response to the crisis. In July this year, the Secretary of State approved a new £240m package to support the government of Sierra Leone in their plans to recover from the outbreak, as well as an additional £6m for the Government of Liberia. 	answer	answer is ministerial correction date of answer 19/11/2015 answer text <p>In countries affected by the Ebola virus, DFID is committed to building resilient health systems and to ensuring we learn the lessons from the crisis.</p><p>The World Health Organisation declared Sierra Leone ‘Ebola free’ on 7 November 2015. The UK’s objective is to maintain the vigilance necessary to prevent any future outbreaks from growing into epidemics. The UK has announced a two-year £240 million package of support to Sierra Leone’s long term recovery, which includes boosting capability to respond to future Ebola outbreaks, and improving basic services including, vitally, healthcare. Huge progress has been made, and it is clear our strategy is working. Case numbers have reduced from a peak of more than 500 in late November 2014, to eight cases in the week ending 21<sup>st</sup> June 2015. We expect there to be a bumpy tail of cases before zero is reached and so we cannot become complacent. The UK response will continue to adapt as the epidemiology changes, and will remain flexible and responsive until Sierra Leone gets to zero. Data from the World Health Organisation (WHO) shows that 285 million people are estimated to be visually impaired worldwide: 39 million are blind and 246 million have low vision. This includes the World Health Organisation CHOICE (CHOosing Interventions that are Cost-Effective) project that provides detailed cost-effectiveness estimates of a large number of interventions to reduce risks to health, including many causes of blindness. DFID’s aim is to maximise health gains through targeted, cost-effective health interventions that are delivered through strengthened, more efficient and effective health systems.</p><br /><p>Every DFID project is rigorously appraised before approval. During implementation each project is regularly monitored to examine whether the targeted results are on track, whether the project represents value for money and remains cost effective, and what, if any, corrective action needs to be undertaken. DFID considers alternative approaches and cost-effectiveness, amongst other factors, whenever we make an investment.
