star this property answer text <p>Regular attendance at school is vital for children’s education, wellbeing and long-term development. School attendance is mandatory and parents have a duty, under Section 7 of the Education Act 1996, to ensure that their child of compulsory age, from 5 to 16 years old, receives an efficient full-time education.</p><p> </p><p>During their time in school, pupils should be able to benefit from a range of work experience placements as part of the wider curriculum. The careers statutory guidance makes it clear that schools and colleges should offer every pupil at least one experience of a workplace by age 16 and a further experience by age 18 through work visits, work shadowing and/or work experience, in line with Gatsby Benchmark 6. This provides pupils with multiple opportunities to learn from different employers about work and the skills that are valued in the workplace.</p><p> </p><p>Where a pupil is not attending school regularly, the department expects schools and local authorities to consider the individual circumstances of each pupil and family, and take the best course of action to support the child’s return to school. The department would encourage parents to work with their child’s school and the local authority to discuss the reasons behind their absence and together agree a plan so that the right support can be put in place to help the child return to regular and consistent education.</p><p> </p><p>Ultimately, the local authority has the duty, under Section 19 of the Education Act 1996, to provide education for compulsory aged children. Vocational placements, as part of an alternative provision offer, can provide a valuable ‘hook’ back into learning, as well as providing essential life skills for some of our most disengaged learners.</p><p> </p><p>At post-16, pupils have access to a range of work placement opportunities. Thousands of young people have benefited from world-class T Levels, all of which include a meaningful industry placement with an employer of at least 45 days.</p>

star this property answer text <p>We remain committed to improving services for women in or at risk of contact with the criminal justice system, recognising that they are amongst the most vulnerable in society.</p><p>In 2022 we launched three grant competitions covering the women’s community sector and have awarded total funding of £15 million up to March 2025. The funding will meet the core costs of women’s community sector organisations, allow the provision of new and additional services and interventions for women, as well as encouraging more joined up local partnership working to address women’s needs. 40 organisations across England and Wales are receiving funding. Of these, four organisations have been awarded funding to support current and new residential alternative to custody provisions, allowing more women to be managed effectively in the community, and avoiding short custodial sentences.</p><p>Future spending decisions will be subject to the next Spending Review.</p> more like this

star this property answer text <p>The mandatory initial teacher training (ITT) Core Content Framework (CCF) (2019) sets out the minimum entitlement of knowledge, skills and experiences that all trainees need to enter the profession in the best position possible to teach and support their pupils. This core content must be covered in full for all ITT courses that lead to Qualified Teacher Status (QTS). A link to the framework can be found here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/974307/ITT_core_content_framework_.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/974307/ITT_core_content_framework_.pdf</a>.</p><p>It is for accredited ITT providers to incorporate the CCF into curriculum that are appropriate to the needs of trainees, and to adapt them for the subject, phase and age range that the trainees will be teaching.</p><p> </p><p>ITT courses must be designed so that, by the end of the course, teacher trainees can demonstrate that they meet all the Teachers’ Standards at the appropriate level. This includes Teachers’ Standard 5, which requires teachers to respond to the strengths and needs of all pupils and to have a secure understanding of how a range of factors can inhibit pupil’s ability to learn, and how best to overcome these.</p><p> </p><p>Following the award of QTS, all early career teachers are entitled to a two year induction underpinned by the Early Career Framework (ECF). In 2023, the department undertook a review of the CCF and ECF, and in January 2024, the new ITTECF was published. From September 2025, this new framework combines and replaces the CCF and ECF into one framework, which sets out the training entitlement during ITT and the two year induction. The department worked closely with the Education Endowment Foundation to ensure the ITTECF is framed around the best available evidence of what defines great teaching. Trauma informed practice is an emerging field of research and the evidence base is still developing.</p><p> </p><p>The quality of ITT provision is assessed through Ofsted’s routine inspections of accredited ITT providers. Ofsted provide critical and independent quality assurance of all ITT provision that leads to QTS.</p><p> </p>

star this property answer text <p>No teacher should feel unsafe or face violence or abuse in the workplace. The Department is clear that all school employers have a duty to protect the health, safety and welfare of their employees. The Department has taken decisive action to improve pupils’ behaviour and to ensure that all schools are calm, safe and supportive environments where pupils and staff can work in safety and are respected.</p><p>The Department supports head teachers in taking proportionate and measured steps to ensure good behaviour in schools. To support schools to do so, the Department has strengthened the behaviour in schools guidance, which is the primary source of help and support for schools on developing and implementing a behaviour policy that can create a school culture which has high expectations of all pupils.</p><p>The Department trusts school leaders to develop tailored policies that reflect their school’s individual contexts and needs, across all phases. This guidance outlines effective strategies that will encourage good behaviour and the sanctions that will be imposed for misbehaviour. The Department also backs head teachers to use exclusions when required, as a last resort. This includes using permanent exclusion where allowing the pupil to remain in school would seriously harm the education or welfare of the pupil or others in the school.</p><p>The Government is providing £10 million of funding for the behaviour hubs programmes to enable schools and multi academy trusts with exemplary behaviour cultures and practices to work in partnership with those that want to improve their behaviour culture.</p>

star this property answer text <p>The department is committed to delivering an education system that works for all children, including those with special educational needs and disabilities (SEND). The National SEND and Alternative Provision Implementation Board, chaired by Ministers, meets regularly to consider a range of issues relating to SEND.</p><p> </p><p>As the department made clear in the SEND code of practice, all pupils should have access to a broad and balanced curriculum. The code states:</p><p> </p><p>“The National Curriculum Inclusion Statement states that teachers should set high expectations for every pupil, whatever their prior attainment. Teachers should use appropriate assessment to set targets which are deliberately ambitious and potential areas of difficulty should be identified and addressed at the outset. Lessons should be planned to address potential areas of difficulty and to remove barriers to pupil achievement. In many cases, such planning means that pupils with SEND will be able to study the full National Curriculum”. star this property answer text <p>Ofsted plays a vital role by providing independent judgement on the educational performance of each school within a trust through its school inspection programme. The department, acting through the Regional Directors, will act wherever an academy is judged ‘Inadequate’ by Ofsted. As part of school level inspections, inspectors consider how leaders and other staff create a safe, calm, orderly and positive environment in the school and the impact this has on the behaviour and attitudes of pupils. Inspectors will also expect schools to do all they reasonably can to achieve the highest possible attendance.</p><p>Of the six academies in South Bank Multi-Academy Trust (MAT), five have been rated Good or Outstanding since the autumn term of 2022. Under current leadership, South Bank MAT saw success in their sponsorship of the former Ofsted ‘Inadequate’ School, York High School, which was rated ‘Good’ in all categories. For York High School, the published report states “Expectations are clear. Pupils know the standards for behaviour and attitudes when they arrive at school in Year 7. Inspectors visited classroom where positive attitudes to learning were common. Staff and pupils enjoy the calm atmosphere in lessons. In the few instances where low-level disruption does occur, staff use the school’s approach to positive behaviour effectively”. Five months ago, Carr Junior School was also inspected and the published Ofsted report states that “Behaviour around school is calm and purposeful… the school have established a positive culture of behaviour”.</p><p>The appropriate use of suspensions and exclusions is an element of South Bank MAT’s approach to improving behaviour, and it remains a key focus for the trust to examine and review attendance patterns. The Yorkshire and the Humber Regional Team will continue to work closely with South Bank MAT, as they do with all of their academy trusts, to understand the impact.</p><p>School attendance is a top priority for the government. The evidence is clear that being in school is vitally important for children’s attainment, mental wellbeing, safety and long-term development. Attendance is everyone’s business. The department has set out stronger expectations of the system to work together to support those at risk of being persistently absent.</p><p>The Yorkshire and the Humber Regional Team are in regular contact with South Bank MAT, and the Regional Director for Yorkshire and the Humber, Alison Wilson, visited South Bank MAT on 21 September 2023. Currently the Regional Director, is satisfied with the performance of the academies within South Bank MAT, and content that there is a culture of improvement to drive up standards and engagement of pupils. The Regional Director is also satisfied that trust policies (including the trust’s behaviour policy) are up-to-date and compliant with departmental guidance. As such, Ofsted will not be commissioned to further investigate South Bank MAT.</p><p>The department understands that accountability of MATs, including attendance, behaviour and support for pupils with special educational needs is a key concern within the City of York. All schools, including academies, are under a duty to co-operate with the local authority to improve children’s wellbeing. The department expects local authorities and academies to work collaboratively together in relation to the wellbeing of children and particularly children who are disadvantaged, vulnerable or at risk.</p>
