	answer	answer is ministerial correction date of answer 05/12/2016 answer text <p>The Parliamentary e-petitions site is jointly owned by the Government and the House of Commons, therefore any assessment of potential changes to the system would have to be agreed between the Government and the House.</p><p>I have not had any discussions to assess such changes to the e-petitions system, however the hon. Member may find it reassuring to know that all petitions submitted are moderated by the staff of the Petitions Committee before being published and opened for signing by the public. The Committee staff ensure that all petitions adhere to the agreed standards which are clearly displayed on petition.parliament.uk. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) discussed these issues with Zimbabwean Finance Minister Patrick Chinamasa on 5 July. He also raised the economic situation and land reform policy, which have a direct impact on Zimbabwe’s agricultural capabilities. The UK’s Livelihoods and Food Security Programme is providing over 130,000 farmers with training in the application of new agricultural technologies and management practices in crop and livestock production, including promoting the production of bio-fortified food crops. Ahead of the 2018 elections, it is essential that reforms are made to the Zimbabwean electoral system, including strengthening the independence of the Zimbabwe Electoral Commission and removal of unconstitutional legislation which restricts democratic activity and human rights. With the Department for International Development, the FCO is working through a multi-donor programme to improve access to justice, media and information freedom and to improve the electoral environment in advance of the 2018 elections. 	answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>The female mosquitoes responsible for Zika virus transmission are not native to the United Kingdom and it is considered highly unlikely they could survive the current UK climatic conditions long enough to become established. The risk to public health posed by Zika virus is, therefore, very low and no greater than the risks posed by other mosquito-borne infections, such as malaria, for example.</p><p> </p><p>Public Health England monitors various insect vectors (in particular, mosquitoes) in the UK through surveillance projects that it runs in collaboration with a range of organisations across the UK. In England, detection of an invasive species considered to pose a threat to the UK would trigger the use of appropriate control measures.</p><p> </p><p>In addition, the Government is ensuring UK residents travelling to countries with active Zika transmission are encouraged to take measures to minimise the risk of being bitten by mosquitoes, for example through the use of insect repellent.</p><p> </p><p>Up-to-date travel advice is in place, and clinical advice is available to UK medical professionals. The report states that ‘the expansion of services anticipated by 2020/21 requires a parallel increase in the number of skilled staff able to provide care and treatment. National investment has begun in 2016/17 to deliver the 1,700 new therapists who are estimated to be required within five years. In line with the new all-age workforce strategy for mental health, the first 150 training places have been made available this year for newly-recruited therapists. The Department for Education has provided over £2.7 million of funding to The Children’s Society and Carers Trust over four years between 2011 and 2015 to work with local authorities and voluntary and community organisations. This has helped to promote ‘whole family’ approaches to supporting young carers and identify and share existing good practice.</p><p> </p><p> </p><p> </p><p>We have also made significant changes to the law relating to young carers that will take effect from April 2015. Section 96 of the Children and Families Act 2014 delivers four things: it consolidates and simplifies the legislation relating to young carers’ assessments, making rights and duties clearer to both young people and practitioners; it extends the right to an assessment of needs for support to all young carers under the age of 18 regardless of who they care for, what type of care they provide or how often they provide it; it makes it clear to local authorities that they must carry out an assessment of a young carer’s needs for support on request or when the need becomes apparent; and it provides the appropriate links between children’s and adults’ legislation to enable local authorities to align the assessment of a young carer with an assessment of the person they care for.</p><p> </p><p> </p><p> </p><p>These changes will work with provisions in the Care Act that also support the combining of children’s and adults’ assessments, and the draft guidance on a whole family approach to assessing and supporting adults. Together they will provide a clear legislative framework that will support local authorities to consider the needs of the whole family, deliver coordinated packages of support and protect children and young people from excessive or inappropriate caring roles.</p><p> </p><p> </p><p> </p><p>The legislative changes outlined above only affect young carers in England. The conflict and temporary suspension of Embassy operations in Sana’a in February 2015 has hampered our ability to pursue human rights work. The UK has previously lobbied the Yemeni Government – both bilaterally and through the Human Rights Council – on a wide range of human rights issues. We continue to raise the importance of compliance with human rights law with all sides to the conflict and to find a political solution to the conflict, which will help create the conditions for the legitimate Government to improve its capacity to protect human rights.
