Local authorities and local health commissioners have statutory duties to consider providing services through children’s centres to ensure that families get access to the services they need. We know that many working families with three- and four-year-olds already use more than 15 hours of childcare so many of the required childcare places already exist. We also believe that there is some existing spare capacity in the system to help deliver the new entitlement. The Government is committed to keeping the existing child to adult ratios and has no plans to change them to deliver the extended entitlement.</p><br /><p>We have already made significant progress in ensuring that there are more childcare places available with an increase of 230,000 places since 2009. Furthermore, data from the Childcare and Early Years Provider Survey (2013) showed that 97% of full day care settings that took three and four-year-olds offered funded places. The childcare sector is healthy, vibrant and growing. The government is determined to deliver educational excellence everywhere so that every child, regardless of background, reaches their potential.</p><br /><p>Over the last Parliament, £6.25 billion was invested in the pupil premium to give schools additional resource for raising the attainment of disadvantaged pupils. The Public Accounts Committee’s recent report on funding for disadvantaged pupils recognises the government’s success in narrowing the attainment gap between disadvantaged pupils and their peers since the introduction of the pupil premium.</p><br /><p>Key stage 2 reading, writing and maths results for disadvantaged pupils rose by almost 6 percentage points from 2012 to 2014, narrowing the gap with other pupils by over 2 percentage points. Throughout this Parliament, the amount of money for our schools will increase as pupil numbers rise. In 2015-16 we increased funding for the 69 least well-funded local authorities by £390 million, and that increased level of funding will be included in the baseline for future years. We will go further to target funding effectively, and end historic unfairness in the system, by introducing a national funding formula.
