star this property answer text <p>Funding allocations to clinical commissioning groups vary to meet the needs of local populations, including mental health need. These allocations are determined by a formula managed for the National Health Service by the Advisory Committee on Resource Allocation.</p><p>Clinical commissioning groups (CCGs) are required to continue to increase investment in mental health services in line with the mental health investment standard. In 2017/18, all CCGs met the standard. For 2019/20, the standard requires CCGs to increase spend by at least their overall programme allocation growth, plus an additional percentage increment to reflect the additional mental health funding included in CCG allocations for 2019/20.</p> more like this

star this property answer text <p>Each year NHS England centrally collects the costs of specialised services via their ten regional commissioning hubs, which includes spend for adult secure mental health services.</p><p> </p><p>Due to the nature of the way the data has been collected it is not possible to break the spend down into low and medium secure services for the years up to 2016/17.</p><p> </p><p>For reporting years 2013/14 to 2015/16 spend data on low and medium secure services was collected as part of the National Programme of Care data. It is not possible to break down figures because the overall totals for adult secure mental health services includes spend data for offender personality disorder, high secure and other services.</p><p> </p><p>From 2016/17 an additional level of detail was added so that spend can be broken down against offender personality disorder, high/medium/low and other services.</p> more like this

star this property answer text <p>In 2016/17 clinical commissioning groups (CCGs) and NHS England’s specialised commissioning spend on mental health increased to £11.6 billion from the previous year (7.3% increase for CCGs and specialised commissioning, 8.2% for CCGs).</p><p> </p><p>Planned spend for CCGs and NHS England specialised commissioning is £11.8 billion in 2017/18 (2.3% increase for CCGs and Specialised, 2.7% for CCGs) and £12.0 billion in 2018/19 (2.1% increase for CCGs and Specialised, 2.5% for CCGs).</p><p> </p><p>This represents £11.6 billion in 2017/18 and £11.7 billion in 2018/19 expressed in 2016/17 ‘prices’. 2017/18 and 2018/19 are subject to validation as part of the financial planning process.</p> more like this

star this property answer text <p>Public Health England (PHE) spends significant sums on health improvement all of which will have an impact on public mental health. It is therefore not possible to distinguish mental from physical health spend in all cases.</p><p> </p><p>In addition, PHE pays to local authorities a ring fenced grant (£3.3 billion in 2016/17) for the purpose of carrying out their public health responsibilities. These will also include significant health improvement work, and a proportion of this money will be spent specifically on public mental health. This spend will be reported for the first time for the 2016/17 financial year. Local authorities reported that they planned to spend £47 million on public mental health in 2016/17 (1.4% of the grant).
