However, police forces are free to collect this information locally.</p><p>The police may treat verbal and physical harassment of non-UK EU citizens as racially-motivated hate crimes. The Government has a robust response to all forms of hate crime. This includes a range of relevant legislation, and the Hate Crime Action Plan 2016-20. We believe that people who want to leave prostitution should be given every opportunity to find routes out. The Government’s priority is to protect those selling sex from harm and exploitation and target those who exploit vulnerable people involved in prostitution.</p><p>Since 2016, we have provided over £2m to organisations supporting sex workers, this includes £650,000 through the Violence Against Women and Girls Service Transformation Fund to Merseyside Police and Crime Commissioner to provide a victim-focused service for sex workers who are victims, or at risk, of sexual or domestic violence and abuse, exploitation or human trafficking.</p><p>The Tampon Tax Fund has also been used to provide specialist support to sex workers. 	question text	To ask the Secretary of State for the Home Department, if he will make an assessment of the implications for his policy of the recommendations of the Children’s Society report, Counting Lives: Responding to Children Who Are Criminally Exploited, published in July 2019 on (a) amending the Modern Slavery Act 2015 to include a definition of child criminal exploitation, (b) introducing with the Department for Education a cross-Departmental strategy against child criminal exploitation including changes to relevant statutory guidance, (c) introducing universal access to Independent Child Trafficking Advocates providing support throughout childhood and the transition into adulthood and (d) ensuring that all local safeguarding partnerships maintain an assessment of how many children are at risk of child criminal exploitation in their areas and use that assessment in planning their early intervention and prevention activities.

	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Criminal exploitation in the form of county lines has a devastating impact on those affected and we must work together to identify and safeguard the vic-tims and potential victims of this form of exploitation as early as possible.</p><p>We welcome the report published by the Children’s Society and will consider its findings carefully as we continue to develop and strengthen our response to county lines.</p><p>In 2018, the Department for Education revised the Working Together to Safeguard Children and Keeping Children Safe in Education guidance to reflect the risks to include specific mention of the risks to children from county lines, criminal exploitation and other harms from outside the home.</p><p>New arrangements to safeguard and promote the welfare of all children, must be implemented by safeguarding partners by the end of September 2019. It will be for local determination what the arrangements cover, but they must set out how all children, including those at risk of child criminal exploitation, will be kept safe. In order to bring transparency about the activities undertaken, the safeguarding partners must publish a report at least once in every 12-month period, setting out what they have done as a result of the arrangements and how effective these arrangements have been in practice.</p><p>The Independent Review of the Modern Slavery Act 2015 considered the def-inition of exploitation under the Act and found it is sufficiently flexible to meet a range of new and emerging forms of modern slavery.</p><p>In addition, there is an existing, published definition of child criminal exploi-tation in the Serious Violence Strategy. The strategy is available <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/698009/serious-violence-strategy.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/698009/serious-violence-strategy.pdf</a></p><p>Section 48 of the Modern Slavery Act 2015 which makes provisions for Inde-pendent Child Trafficking Advocates was also considered by the Independent Review of the Modern Slavery Act 2015. In-line with one of the Review’s recommendations, Independent Child Trafficking Advocates have recently been renamed Independent Child Trafficking Guardians (ICTGs).</p><p>ICTGs are an additional source of advice and support for all trafficked children and somebody who can advocate on their behalf. The current service model provides one-to-one support for children who lack a figure of parental responsibility for them in the UK and an expert ICTG regional practice co-ordinator whose role will be to focus on children who do have a figure of parental responsibility for them in the UK. 	answer	answer is ministerial correction date of answer 17/07/2019 answer text <p>The Government is committed to tackling all forms of violence against women and girls. Since 2016 we have pledged increased funding of £100m to support victims of violence against women and girls (VAWG).</p><p>The funding has been used for specific services for victims and survivors of sexual violence. This includes £12.5m provided by the Ministry of Justice, of which £7.2m was allocated to 97 rape support services across England and Wales and £4.7m to Police and Crime Commissioners (PCCs) to deliver local support services for victims of Child Sexual Abuse across England and Wales.</p><p>From April 2019, rape and sexual abuse support services received an £800,000 increase in funding, allowing them to help more victims of sexual violence including recent and non-recent child sexual abuse. This funding, now totalling £24 million over the next three years, will help provide advice, support and counselling to victims of these appalling crimes. We have also provided £150,000 per year core grant funding to national third sector organisations who support victims of rape and sexual violence since 2011.</p><p>We are also supporting victims of domestic and sexual abuse through the £17m VAWG Transformation Fund. From 2017 to 2020, the Government is funding 41 local areas to promote early intervention and prevention.</p><p>In addition funding has been allocated across a range of projects focused on supporting those affected by domestic abuse including; £8m specifically for children; £2m for female offenders; and £2m to improve the health service response to domestic abuse.</p><p>In November 2018, we announced £22m to provide over 2,220 new beds in refuges and other safe accommodation – supporting more than 19,000 survivors with a safe space to rebuild their lives.</p><p>There are a range of other Government funding sources which are supporting victims of domestic and sexual abuse including; the £15m Police Transformation Fund; the £9m Tampon Tax Fund; the £16.9m Children’s Social Care Innovation Fund; £27m of funding to support 47 Sexual Assault Referral Centres (SARCs) in England and; £63m of annual funding to PCCs for Victims Services.</p><p>The Government has also recently committed to provide over £1m of funding per year, until 2021/22, for the seven national helplines which provide support to victims of domestic abuse, victims of stalking, perpetrators of abuse, victims of revenge porn and victims of honour-based abuse.</p><p>As part of the Government’s continued commitment to tackle VAWG, this year we have published the draft Domestic Abuse Bill and the VAWG strategy refresh.</p> answering member constituency Louth and Horncastle answering member printed Victoria Atkins question first answered 17/07/2019 16:33:14 answering member 4399 label Biography information for Victoria Atkins

	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Home Office anti-knife crime Community Fund provided support for community organisations for early intervention and prevention projects through awarding small grants in 2017-18 and 2018-19. In 2017-18 it funded 47 projects totalling £1million across England and Wales. It was increased to £1.5million in 2018/19 and supported 68 projects and initial assessments show that the projects have reached at least 50,000 children and young people. We are ensuring that the funding is used effectively, and Home Office officials have conducted a series of visits to projects in order to be satisfied about effective delivery.
