This was an assessment of what local authorities needed to fund education rather than what they spent. The DSG is based largely on an authority's previous spending. In addition, the DSG has a different coverage to EFS. EFS comprised a schools block and a local education authority (LEA) block (to cover LEA central functions) whereas DSG only covers the EFS school block. LEA block items are still funded through DCLG's local government finance settlement but education items cannot be separately identified. Consequently, there is a break in the department's time series as the two sets of data are not comparable.</p><p>To provide a comparison for 2006-07 DSG, the Department has isolated the EFS school block equivalent funding in 2005-06; as described above this does not represent the totality of ‘education' funding in that year.</p><p>Figures for financial years 2005 to 2013 are shown below. In 2011-12, the Premium was allocated for each pupil known to be eligible for Free School Meals, looked after children and children of parents in the armed services. In 2012-13 coverage was expanded to include pupils known to have been eligible for Free School Meals at any point in the last six years. 	answer	answer is ministerial correction date of answer 07/07/2014 answer text <p>The Department's spend recovery audit contractor has identified a small number of duplicate payments (excluding Executive Agencies). In 2012/13 there were 12 duplicate payments and in 2013/14 there was one. Any duplicate payments that have been identified and already recovered in previous years would not have been picked up in this audit.</p><p> </p><p>The value of these duplicate payments is £110,527 over the five years audited. The audit was completed in April 2014 and we have recovered £40,256 (36%) of the total amount, with the remainder being subject to an ongoing recovery process by the contractor. We expect the contractor to pursue the remaining recovery action quickly.</p><p> </p><p>In addition to the recovery work currently being undertaken, the Department has brought in other measures to minimise the risk of duplicate payments. From August 2013, arrangements for grants payments are dealt with by a central grants payment team. More recently, we have implemented the use of a unique reference number (URN) to reduce the risk of inaccurate grant payments and improve management information. Part of that work involves giving local authorities greater freedom to test new delivery models and harness external ideas and expertise by allowing them to delegate children's social care functions to external providers.</p><p>In November 2013 we gave all local authorities the power to operate in this manner. Two schools are awaiting monitoring visits.</p><p> </p><p>The Interim Executive Board of Walney School has voted to become an academy on 1 September 2014, sponsored by Queen Katherine Academy Trust.
