star this property answer text <p>The process for tabling oral questions was considered in detail in the 2012-13 session. In response to concerns raised about the current “first-come-first-served” system - including a concern about the requirement to queue raised by my Noble Friend, Lady Sharples - the Procedure Committee proposed the introduction of a ballot in its place (Procedure Committee, 3rd Report, Session 2012-13). The House remitted the issue back to the Procedure Committee for further consideration (HL Deb 9 Jan 2013, cols 145-172). <br><br>That further review did not identify a clear consensus as to whether a ballot was preferred to the “first-come-first-served” system (see Procedure Committee, 5th Report, Session 2012-13; see also HL Deb 24 April 2013, cols 1406-1417). <br><br>I know that strong views persist on both sides of the argument about this issue. I will write to the Chairman of the Procedure Committee on my Noble Friend’s behalf to suggest that the matter might be discussed at a future meeting of the Procedure Committee.</p><p> </p>

star this property answer text <p>Various provisions of EU law underpin fees legislation on higher education, including: Article 18 of the Treaty of the Functioning of the EU (TFEU), prohibiting discrimination on the grounds of nationality; Article 21 of the TFEU, covering the right to move and reside freely within the territory of the Member States; Article 45 of the TFEU, covering freedom of movement for workers within the Union and prohibiting discrimination based on nationality between workers of the member states; the Free Movement Directive 2004/38/EC and Regulation 492/2011.</p><p>Legislation enables universities to charge students, without a specified connection with the UK, fees at a higher level than eligible students with such a connection to the UK. This differential fee charging is not unlawful discrimination under the Equality Act 2010. The Equality Act prevents universities from discriminating, including when charging fees, on the basis of protected characteristics including nationality, except where the discrimination is permitted by other legislation.</p><p>In order to qualify for home fee status and be eligible for tuition fee caps, students must have a specified connection with the UK. Eligible European Economic Area migrant workers, self-employed persons, frontier workers and frontier self-employed persons and their eligible family members who meet the residency criteria may benefit from capped fees and home fee status.</p><p> </p>

This programme forms part of the delivery review being undertaken by the new Chairman of Network Rail, Sir Peter Hendy. Contract award is expected before the end of 2015. star this property answer text <p>There have been multiple reports of civilian casualties due to airstrikes and artillery fire, and the death of yet another humanitarian worker. We have urged all parties to the conflict to prioritise the lives of ordinary people by agreeing to an immediate cessation of hostilities and guaranteeing humanitarian access to all parts of northern Ethiopia. We have also urged the Eritrean Government to withdraw its forces from Tigray. Our Embassies in Addis Ababa and Asmara have pressed these points with the Ethiopian and Eritrean Governments, and the former Minister for Development did so with Ethiopian Deputy Prime Minister Demeke on 19 October while visiting Ethiopia.</p> more like this

star this property answer text <p>The Government has no current plans to review the entitlement to use red diesel in agriculture, fish farming and rail.</p><p> </p><p>However, the Government still expects these users of red diesel to improve the energy efficiency of their vehicles and machinery, or to look for greener alternatives. To support the development of these alternatives, the Government has committed to at least a doubling of the size of the Energy Innovation Programme, accelerating the design and production of innovative clean energy technologies.</p> more like this

We fully support the existing global ban on ivory trade.
