A previous survey in 2007 collected data for children born in 2006. There were policy changes between these dates: in particular, up to 39 weeks’ Statutory Maternity Pay were available in 2008 compared to 26 weeks in 2006. Findings from these two surveys are summarised in the table below, showing the percentage of mothers who took 39 weeks of maternity leave or more, out of a sample of mothers who had worked at some point in the 12 months before birth. The Department for Business, Energy and Industrial Strategy has continued to monitor the shortage and Ministers and officials have been in regular contact with producers and suppliers throughout the process. We have been assured by producers of CO2 that production and supply levels are now returning to normal.</p><p> </p><p>Officials in the Department talked regularly to counterparts in departments whose sectors were affected by the recent carbon dioxide shortage, and cross-Whitehall discussions on the shortage were open to any affected department or agency and the Devolved Administrations. DEFRA officials were also in contact with the Devolved Administrations to update them on developments. As part of the Industrial Strategy we have an action plan to unlock over £20bn of investment in innovative and high potential businesses. As part of this, British Patient Capital – a wholly-owned commercial subsidiary of the British Business Bank – has been given resources of £2.5bn and will deliver a new programme designed to support UK businesses with high growth potential to access the long-term financing they need to scale up.</p><p> </p><p>We have also created a network of 38 Growth Hubs across England, and we are tackling late payments by appointing a Small Business Commissioner.</p><p> </p><p>Growth Hubs are a single point of contact providing SMEs with access to information and advice. The D2N2 Growth Hub - operating in the Derby, Derbyshire, Nottingham and Nottinghamshire area - has had 6,583 interactions with SMEs since its launch in December 2015.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>SMEs across the UK benefit from programmes operated by the Government-owned British Business Bank (BBB). BBB programmes are currently supporting £575.2m of finance for SMEs in the East Midlands Region, across 3,669 businesses. Also, as of 31 March through the BBB-owned Start-Up Loans programme, 779 loans have been made to individuals in Nottinghamshire, totalling £5.2m.</p><p> </p><p>The Business Support Helpline, Government’s free centralised business advice and support service, has received 432 contacts from the Nottinghamshire area since 2015.</p><p> </p><p>Since 2015/16 nearly 70 SMEs in the Nottinghamshire area have received Innovate UK funding in total and this includes some companies who are in receipt of multiple awards. This will be a major retail, leisure and residential development in Coventry City Centre.</p><p> </p><p>This builds on financial support offered by the British Business Bank, the Small Business Commissioner ensuring fair payment practices, and Local Growth Hubs offering advice and information, with Coventry &amp; Warwickshire Growth Hub acting as the local contact to business.</p><p> </p><p>In addition, Government recently established a panel of experts, chaired by Sir John Timpson, to draw on their experience and expertise to diagnose the issues currently affecting our high streets, and advise on the best long-term approach. That is why BEIS introduced the UK-wide unpaid award penalty scheme, in addition to other existing enforcement action, to improve award payment rates. In his role as liquidator, the Official Receiver is an officer of the court and independent of Government.</p><p> </p><p>The Government has also taken swift action to put in place support to those affected by this insolvency event. The Banks have made provision for nearly £1 billion of support to those affected and the British Business Bank will provide support of up to £100 million of lending to small businesses through its Enterprise Finance Guarantee programme. HMRC will provide practical advice and guidance to those who were contracted to Carillion and are now concerned about their ability to pay tax.</p><p>In its response to the Insolvency and Corporate Governance consultation on 26 August 2018, the Government announced that it will increase the current £600,000 cap on the proportion of funds that can be ring-fenced and paid over to unsecured creditors, including small and medium-sized enterprises, ahead of the usual order of priority in an insolvency. The National Living Wage (NLW) rate is recommended to the Government by the independent Low Pay Commission (LPC). The ministerial target for 2017/2018 is to process an application for payment within 14 days on average; and the Insolvency Service looks to process and pay 95% of claims within 6 weeks of receiving an application, and all supporting information, from a claimant.</p><p> </p><p>Claims received are generally comprised of up to 4 components, depending on exactly what is claimed by the applicant. Each component is individually assessed and either paid, rejected, or withdrawn, depending on whether it fits the criteria for payment. The Start Up Loans programme helps individuals access the necessary finance to start or grow a business in the UK. In addition to receiving a loan, applicants are offered free business support and access to a business mentor for 12 months after receiving funding, thereby enhancing their chances of success. Individuals can borrow between £500 and £25,000 and loan repayment periods are between one and five years.</p><p> </p><p>The Start Up Loans programme is managed by the Start Up Loans Company, a subsidiary of the British Business Bank. In the event of a “no deal” exit from the EU, and without specific action on the part of the Government, the Geo-Blocking Regulation would continue to exist on the UK statute book as “retained EU law”.
