This commitment was demonstrated by the launch in December 2014 of the UK Implementation Plan to accompany our National Action Plan (NAP) on WPS and my appointment in June by the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), as his Special Representative on Preventing Sexual Violence in Conflict. The UK is also a strong advocate internationally for the protection of civilians in conflict, including ensuring that protection of civilians is integrated across both humanitarian and development work. All these agendas span multiple strands of the Strategic Defence and Security Review (SDSR). We remain one of the most vocal and active members of the international community in supporting those calling for human rights in Burma. We regularly raise our strong concerns regarding any violations of human rights with senior members of the Burmese government and military, amongst others. We strongly support work being led by international partners, including the UN, to help Burma better understand the UN Convention Against Torture, and the steps that need to be taken as part of ratification. <br><br>It is the policy of the Government that any judgment on whether war crimes have occurred is a matter for international judicial decision, rather than for governments or non-judicial bodies. However, the Constitution of India guarantees freedom of conscience and the right to freely profess, practice and propagate religion. The Indian government has a range of policies and programmes to support religious minorities. More recently, Prime Minister Modi reassured religious groups that every citizen has the right to follow any faith without coercion and vowed to protect all religious groups in India. However, we are aware that incidents of discrimination against minority communities do happen. British Ministers and officials from our High Commission in New Delhi discuss religious and minority issues with the Indian National Commission for Minorities and senior faith leaders. Most recently Minister of State at the Home Office with responsibility for Crime Prevention, my right Hon. Friend the Member for Hornsey and Wood Green (Lynne Featherstone), met the Indian Minister for Minorities in January. During their visit to India in February, the Commonwealth Parliamentary Association also met the Indian Minister for Minorities and discussed religious freedom.
