	answer	answer is ministerial correction date of answer 28/11/2017 answer text <p>The Department has prioritised prevention and through the Care Act 2014 it requires local authorities to provide or arrange for the provision of services, facilities or resources that will contribute towards preventing, delaying or reducing the needs for care and support of adults and carers.</p><p> </p><p>For 2017/18, the Department has provided £7.274 million funding to the Local Government Association to provide sector led improvement support to councils. This includes support to help councils meet their prevention responsibilities. We are committed to ensure that people with disabilities and complex conditions are able to live healthy, independent lives, and participate fully in society. The Green Paper will focus on care for older people, but many of the issues and questions about the sustainability of the care system, will be relevant to adults of all ages. To ensure that issues specific to working-age adults with care needs are considered in their own right, the Government will take forward a parallel programme of work, led jointly by the Department of Health and the Department for Communities and Local Government, which will focus on this group. Friend the First Secretary of State and Minister for the Cabinet Office, Damian Green, has announced this month that the Government will publish a Green Paper on care and support for older people by summer 2018. The Green Paper will set out proposals to reform care and support for older people.</p><p> </p><p>With the shifts we are seeing in society, including our ageing population, caring will increasingly become a core part of family life for all of us. As a result local government will be able to increase spending on social care in real terms over the next three years. The additional money was provided to support more people, ease pressures on the National Health Service, and to sustain a diverse care market.</p><p> </p><p>The Government has taken account of the cost arising from enforcement of national minimum wage for sleep-in shifts in deciding to provide this sum of additional funding.
