The Secretary of State speaks regularly with the Chancellor on a range of matters, including local government funding. star this property answer text <p>As part of our oversight of local government expenditure, we consider the financial stability and service delivery of individual authorities, liaising with other departments, including the Department of Health and Social Care in relation to adult social care. On this basis, we have no immediate concerns on the ability of local authorities to fulfil their statutory duties. We recognise the pressures on local government which is why we have provided an additional £2 billion to adult social care over the three years to 2019-20.</p> more like this

The Ministry of Housing, Communities and Local Government publishes estimates of adult social care expenditure as part of the local authority revenue expenditure and financing statistical series, but these are primarily presented as net current expenditure and in nominal terms only. star this property answer text <p>HMRC investigates every complaint made to the Pay and Work Rights Helpline and conducts risk-based enforcement activities in sectors or areas where there is a higher risk of workers not getting paid the legal minimum wage.</p><p> </p><p>The Government is also taking specific action to improve compliance with national minimum wage legislation in the social care sector. The Department of Health has recently consulted on statutory guidance for local authorities as part of the package of secondary legislation to accompany the Care Act, which explicitly states that local authorities should have evidence that contract terms, conditions and fee levels will not compromise care providers’ ability to pay (at least) minimum wages. Responses to the consultation are currently being analysed and the final guidance will be published in October.</p><p> </p><p> </p><p>BIS is also working with HMRC to identify how best to promote the useful information for workers and employers contained in HMRC’s evaluation report on the social care sector. It is also considering the next steps to increase compliance in this sector.</p>

star this property answer text <p>The reported aerial bombardment of civilians in the Heiban locality of South Kordofan is appalling. Targeting of civilians would be a clear breach of International Humanitarian Law. We continue to make clear to the Government of Sudan that they have a responsibility to protect citizens, distinguish between combatants and non-combatants and uphold International Humanitarian Law.</p><p>We consistently raise the importance of ending the conflicts in South Kordofan and Blue Nile directly with both the Government of Sudan and the Opposition; most recently, the UK Special Representative for Sudan and South Sudan raised this issue during his visit to Khartoum earlier this month. We continue to call on all sides to end the violence and believe that the Roadmap proposed by the African Union High-Level Implementation Panel represents a viable way forward.</p> more like this
