This means that senior clinicians will be able to prescribe the medicines to patients with an exceptional clinical need.</p><p>The Department of Health and Social Care and the Medicines and Healthcare products Regulatory Agency will now develop a clear definition of what constitutes a cannabis-derived medicinal product. Only products meeting this definition will be rescheduled. Other forms of cannabis will be kept under strict controls and will not be available on prescription. The Home Office approach is one of caution, that is, that a CBD product is likely to be controlled under the Misuse of Drugs Act 1971 and the Misuse of Drugs Regulations 2001 (‘the 2001 Regulations’) if it contains any controlled cannabinoids.</p><p>The term ‘administration’ in the exempt product definition is not defined by the 2001 Regulations. Part one was led by Professor Dame Sally Davies, the Chief Medical Advisor to the Government, and considered evidence for the medicinal and therapeutic benefits of cannabis and cannabis based medicinal products. This part of the review is now complete and the report was published on 3 July. <br>Also on 3 July, the Home Secretary commissioned the Advisory Council on the Misuse of Drugs (ACMD) to undertake part two of the review which will consider the appropriate schedule for cannabis related products, based on the balance of harms and public health requirements. Raw cannabis has no established medicinal or therapeutic benefits in the UK and so it is listed as a Schedule 1 drug under the Misuse of Drugs Regulations 2001, and consequently subject to strict control restrictions.</p><p> </p><p>The World Health Organisation’s Expert Committee on Drug Dependence has committed to reviewing the scheduling of cannabis under the United Nation’s 1961 Convention. This is due to consider the therapeutic use, as well as the dependence and the potential to abuse constituent parts of cannabis.
