	answer	answer is ministerial correction date of answer 22/07/2014 answer text <p> </p><p>The Zoo Licensing Act 1981, which sets out comprehensive licensing and inspection requirements for zoos, implements the EC Zoos Directive in Great Britain. Responsibility for administering these requirements rests with local authorities, which have powers to check compliance with zoo licences, to impose conditions and to take action. Ultimately this could mean closing part, or all, of a zoo if the requirements of the legislation are not met. This in turn ensures our compliance with the Directive.</p><p> </p><p> </p><p> </p><p>In response to concerns about how local authorities were carrying out this role, Defra commissioned research into local authority implementation of the Act. The 2011 report, which looked at the period 2008-2010, found no serious problems and indeed there was evidence of significant improvements in a number of areas during this time.</p><p> </p><p> </p><p> </p><p>The report made suggestions for further improvements, such as updating guidance and zoo inspection report forms. 	answer	answer is ministerial correction date of answer 30/07/2014 answer text <p>Reducing reoffending and better rehabilitation of young offenders are key priorities for the Government and we are committed to providing young people with the support they need to achieve this.</p><p> </p><p>The Ministry of Justice (MoJ) holds information on previous convictions for young people who offend, but this is not held by individual establishment or by sector for the youth secure estate.</p><p> </p><p>The Youth Justice Board (YJB) Placements Team holds the assessment record of each young person currently in custody, which would indicate whether or not they have a previous conviction. However, this is management information used to inform individual custody placement decisions. Use of restraint is closely monitored in the youth secure estate.</p><p> </p><p>Minimising and Managing Physical Restraint (MMPR) training provides staff with knowledge about recognising which health conditions are associated with an increased risk of harm to a young person during physical restraint, what symptoms and signs should be monitored during restraint, and actions to take should such symptoms occur. MMPR training also instructs staff on how to deal with a medical emergency should one arise during restraint.</p><p> </p><p>In addition, all custody officers in Secure Training Centres receive first aid training as part of their initial training course.
