star this property answer text <p>The information requested falls under the remit of the UK Statistics Authority.</p><p>A response to the Noble Peer’s Parliamentary Question of 27 March is attached in the answer.</p><p> </p><p>The Baroness Altmann CBE</p><p><br>House of Lords<br>London<br>SW1A 0PW</p><p>3 April 2023</p><p>Dear Lady Altmann,</p><p><br>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking what is the latest estimate of the numbers of (1)<br>men, and (2) women, employees who earn less than £12,570 per annum in (a) full-time, and (b) part-time roles (HL6837).</p><p>The Annual Survey of Hours and Earnings (ASHE) [1], carried out in April each year, is the most comprehensive source of earnings information in the United Kingdom. ASHE is based on a 1% sample of employee jobs taken from HM Revenue and Customs' Pay As You Earn (PAYE) records. Table 1 (below) shows the numbers of (1) men, and (2) women, employees who earn less than £12,570 per annum in (a) full-time, and (b) part-time roles for April 20221 (the latest period for which ASHE estimates are available). star this property answer text <p>Following a compliant procurement process through Crown Commercial Services Tech Services 3 framework RM6100, the WP2083 Emergency Alerts contract was awarded on 10 October 2022 to Fujitsu.</p><p><strong> </strong></p><p>2 suppliers provided bids for the contract to run the new emergency alerts system.</p><p><strong> </strong></p><p>The Cabinet Office operates a triple gateway process of approvals to ensure compliance and transparency in procurements. All contracts are reviewed and approved by delegated Cabinet Office Commercial Heads and then published. All procurements over £10,000 are subject to Commercial approvals. All contracts are then managed by accredited Contract Managers in accordance with Cabinet Office Commercial guidance.</p><p><strong> </strong></p><p>Contract agreements are published within 30 days in accordance with our obligations.</p><p><strong> </strong></p><p>Separately, the Department for Culture, Media and Sport (as was) issued contracts totalling £18.6 million to mobile network operators, as well as further spending on security testing and legal work.</p><p> </p>

star this property answer text <p>When a company incorporates with Companies House, information is required about the company’s type, its name and registered office, its directors and shareholders, its share structure and, under measures that came into force in June this year, its beneficial owners – the people with significant influence and control over it. Copies of the company’s governing documents are also required.</p><p>A number of checks are undertaken to ensure this information is complete, formatted correctly and that it meets the requirements of the Companies Act 2006. If these requirements are not met, the application will be rejected and the company will not be incorporated.</p><p>Incorporation allows the company to take actions such as opening a bank account in its own name. But when it first seeks to do this, the company and the relevant officers of the company will be subject to due diligence processes by the bank or other relevant obliged entities with which it is entering into a business relationship. UK companies are subject to customer due diligence many times throughout their lifetime.</p>

star this property answer text <p>The Pensions Regulator (tPR) provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax. All employers, including public sector employers, are expected to follow tPR’s guidance about providing their employees with relevant information on the arrangements for tax relief.</p><p>The Government appreciates the concerns for low paid workers enrolled in net pay schemes. However, it has not been possible to identify any straightforward or proportionate means to align the effects of the net pay and relief at source mechanisms more closely for this population. In particular, it is not possible to know an individual’s final earnings until after the end of the tax year. While employers will know an employee’s salary from a single job, neither employers nor pension schemes are currently required to know whether an employee also has alternative sources of income. Requiring them to gather this information would create a disproportionate burden, and many employees may not wish to share this information with their employer.</p><p> </p><p>The Government does not therefore plan to oblige employers to reimburse their low paid employees if they are enrolled in net pay schemes, as this would not be possible to implement effectively.</p>
