The service will build on insights gathered from over 2000 employers and around 400 training providers. 	answer	answer is ministerial correction date of answer 24/05/2016 answer text <p>Her Majesty’s Treasury published a comprehensive analysis of benefits and costs of membership of a reformed EU and the alternatives on 18 April. This included boxes detailing the impact of EU membership on key business sectors such as financial services, aerospace and pharmaceuticals.</p><p> </p><p>According to this analysis, key sectors would be worse off due to reduced access to the Single Market. For example, losing customs-free movement of goods could cause customs delays. In time-sensitive industries, each hour of customs delay can reduce trade by 5%. Treasury analysis also provides a sectoral breakdown of the 3.3 million jobs which are linked to trade with the EU.</p><p> </p><p>The Prime Minister has spoken about the benefits of EU membership at a number of businesses throughout the UK. 	answer	answer is ministerial correction date of answer 07/06/2016 answer text <p>Ministers have engaged with the Devolved Administrations on the Trade Union Act.</p><p> </p><p>As part of our engagement, Nick Boles, the policy Minister for the Trade Union Act, has received four letters from Leighton Andrews, Minister for Public Services in the Welsh Government. These letters related to specific aspects of the Act and the Welsh Government position on their applicability in Wales. On 5th February 2016 Nick Boles had a telephone conversation with Leighton Andrews on the Act; and on 4 March, he replied to the letters and has placed a copy of the correspondence in the Library.</p><p> </p><p>As set out throughout its parliamentary passage, the Act is about employment and industrial relations law, which are reserved matters. 	answer	answer is ministerial correction date of answer 07/06/2016 answer text <p>Since the introduction of the National Minimum Wage (NMW) Act there have been 9 prosecutions for NMW offences.</p><p> </p><p>However, prosecutions are not necessarily the best approach in most cases. Criminal sanctions against companies mean that employees – the ultimate beneficiaries of enforcing the NMW – end up waiting longer for their lost earnings to be paid back.</p><p> </p><p>From April this year we increased the civil penalties incurred by non-compliant workers to 200% of the arrears owed to the worker, up to a maximum of £20,000 per worker – having recently increased the penalty cap from £5,000 per employer. We have also increased the enforcement budget for the National Minimum and Living Wage to £20 million for this year, up from £13.2 million in 2015/16. The additional funds will be used to bolster HMRC’s resources through an increase in the number of compliance officers available to investigate NMW abuses, as well as to conduct risk-based enforcement in sectors or areas where there is a higher risk of workers not being paid the legal minimum wage.</p><p> </p><p>We will also continue to publically name and shame eligible employers in Government press notices.
