star this property answer text <p>30 market-led proposals were received in response to the Call for Ideas launched in March 2018. Due to commercial confidentiality we are not able to disclose details of meetings or correspondence with particular proposals. The Department responded to those proposals in December 2018 and continued engagement with 10 proposals which had the potential to be financially credible without government support.</p><p>Separately to the Call for Ideas, a Southern Rail Link to Heathrow Market Sounding was also launched in March 2018. Following the publication of the Market Sounding Report in December 2018 the Department has been working to further develop and clarify the outcomes we want to be delivered from this project and consider appropriate commercial and procurement models. This work will be made available to the market by the summer along with further engagement opportunities.</p> more like this

star this property answer text <p>When developing the Airports National Policy Statement (ANPS), the Government considered the environmental impacts of airport expansion, including surface access, in its assessment. The ANPS is clear that a new Northwest Runway will not receive Development Consent unless it can demonstrate compliance with air quality and climate change obligations.</p><p> </p><p>Specific assessment of air quality and climate change impacts associated with the proposed Western and Southern Rail Links will form part of the required environmental assessments accompanying any development consent application. Both schemes are intended to support travel mode shift from road to rail, therefore supporting air quality and climate change targets.</p><p> </p> more like this

star this property answer text <p>Work is underway to complete the Pre-Strategic Outline Business Case alongside the continued development of an appropriate commercial model to enable a ‘market involved’ approach for Southern Access to Heathrow (SAtH).</p><p>The Department intends to provide further guidance to the market regarding the proposed commercial direction and next steps, including the process for selection of a development partner in Summer 2021.</p><p> </p><p>Government remains committed to SAtH’s status as a ‘pathfinder’ project that can harness ideas and expertise from the private sector to fund, finance and deliver this scheme.</p> more like this

star this property answer text <p>Network Rail is finalising work on the Western Rail Link to Heathrow (WRLtH) Development Consent Order and will be prepared to submit to the Planning Inspectorate following the agreement of terms between the Government and the Heathrow Aviation industry on an appropriate financial contribution to the project. Network Rail has been advised to expect to submit the application for Development Consent no later than summer 2020, which will mark the next major milestone for the project.</p><p> </p><p>On Southern Access to Heathrow (SAtH), my Department has been working to develop an appropriate ‘market involved’ commercial model. Following Ministerial approval and alignment to the upcoming HM Treasury Infrastructure Finance Review, the Department intends to provide further guidance regarding the commercial approach later this year.</p><p> </p> more like this

star this property answer text <p>On 25 October 2016, this Government announced that a Northwest Runaway at Heathrow Airport, combined with a package of supporting measures, was its preferred scheme to deliver additional airport capacity in the South East of England. The supporting measures would include improved rail access to the airport and we are actively looking at what we could do to accelerate these.</p><p> </p><p>The next step for the proposed Southern Rail Access is a GRIP 1-2 study to permit informed option appraisal. This is being considered alongside the detailed development of Western Rail Access plans for the airport, in order to ensure that we provide maximum benefit for airport and non-airport passengers and exploit the new journey opportunities this may provide.</p> more like this

star this property answer text <p>Network Rail’s own data details that a Western Rail Link to Heathrow will involve over £800 million of UK economic activity, including additional economic benefits for the region.</p><p> </p><p>Passengers will benefit from new journey opportunities, improving access to Heathrow from the South Coast, South West, South Wales and West Midlands via a simple change of train at Reading. This will spare passengers the frustration of passing Heathrow on the way to Paddington, before having to turn around and do the last part of the journey in reverse – significantly reducing rail journey times between Reading and Heathrow.</p> more like this
