unstar this property answer text <p>Local clinical commissioning groups, and the NHS Trust Development Authority, are working with the management of the Whittington Hospital to improve financial performance and to ensure that access and waiting times standards are met. Ministers have had no discussions with the management of the Whittington Hospital about its performance.</p><p> </p><p> </p><p> </p><p>The Department has made a loan facility of £23.9 million available to Whittington Health Trust. This funding will provide cover for the deficit until such time that the NHS Trust Development Authority is able to make further representations for funding on behalf of the Trust.</p><p> </p> more like this

unstar this property answer text <p>The Government’s policy paper (Cm 9464), which was laid before Parliament on 26 June, proposes that EU citizens who arrive in the UK before the specified date, have five years’ continuous residence and who do not breach the requirements in relation to criminality, public policy and public security, will be able to apply for UK settled status. The specified date is subject to negotiation, but will be no earlier than 29 March 2017 and not later than the date of the UK’s withdrawal from the EU.</p><p>For those who arrive after the specified date, there will be no change to their rights while the UK remains in the EU. After exit, a grace period of blanket permission will apply to them, while they make an application to the Home Office for permission to stay in the UK in accordance with the new rules applying to EU citizens, which are yet to be determined. The ability of EU citizens arriving after the specified date to subsequently obtain further or indefinite permission to stay will depend on the rules in place at the time. Proposals for managing EU migration post-exit will be published as soon as possible, allowing businesses and individuals time to plan and prepare.</p><p>It is our intention that all EU citizens living lawfully in the UK before the specified date are covered by our proposals. It will not be necessary to be present in the UK on the specified date and – as is currently the case under the Free Movement Directive - there will be flexibility for temporary absences. This will be subject to negotiations and a reciprocal deal with the EU.</p><p>All EU citizens (and their families) in the UK, regardless of when they arrived, will, on the UK’s exit, need to obtain an immigration status in UK law. Member to the answer given to PQs <a href="https://questions-statements.parliament.uk/written-questions/detail/2020-08-28/82316" target="_blank">82315 and 82316</a> on 9 September 2020, and PQ <a href="https://questions-statements.parliament.uk/written-questions/detail/2021-02-22/156454" target="_blank">156454</a> on 2 March 2021.</p><p>Covid-19 polling for the cross-government public information campaign has been conducted regularly since the start of the pandemic. This work allows the Cabinet Office to optimise campaign messaging and maximise effectiveness, ensuring vital public health information reaches as many people as possible. The insight gathered continues to inform the Government’s ongoing communications strategy and response to the Covid-19 pandemic, and so shall not be published at this time.</p><p>The Cabinet Office publishes details of all contracts over £10,000 on Contracts Finder and spend over £500, including on public information campaigns, on a rolling basis. This will include expenditure on this campaign and will be broken down by supplier.</p><p> </p>

unstar this property answer text <p>The Government takes fraud and scams very seriously and is dedicated to protecting the public from this devastating crime. Tackling fraud and scams requires a unified and co-ordinated response from government, law enforcement and the private sector to better protect the public and businesses, reduce the impact on victims, and increase the disruption and prosecution of fraudsters.</p><p> </p><p>According to data published by the Payment Systems Regulator (PSR) on 31 October, the fourteen largest payment service providers reimbursed a total of £237,219,623 of losses from authorised push payment (APP) fraud. Reimbursement rates varied significantly by firm. As part of the Financial Services and Markets Act 2023, the Government legislated to enable the PSR to mandate payment service providers to reimburse victims of APP scams. This will ensure that victims of APP scams are reimbursed on a more consistent basis and ensure greater consumer protection. The Government also intends to introduce legislation to allow payment service providers to slow down payments processing when there is a reasonable suspicion of fraud. The Government will introduce this legislation in due course.</p><p> </p><p>Beyond this, the Government has taken significant action to address this issue. In May 2022, the Government published its fraud strategy, setting out a number of new measures. For example, the Government announced it will extend the ban on cold calling to cover all consumer financial services and products, and recently consulted on the design and scope of this ban. The Government has also taken action to address fraudulent activity being hosted online through the Online Safety Act 2023, which includes a new standalone duty requiring large internet firms to remove fraudulent content on their platforms.</p>
