star this property answer text <p>As part of the transition to Individual Electoral Registration (IER), entries on the electoral register will be matched against data held by Department for Work and Pensions (DWP) for the purposes of confirming existing electors, a process which will simplify the transition for the majority of existing electors. Last year the Cabinet Office undertook pilots to test this process and we published our evaluation of these pilots earlier this year which is available to download from:</p><p>https://www.gov.uk/government/publications/simplifying-the-transition-to-individual-electoral-registration</p><p> </p><p>The evaluation report includes an analysis of match rates by population groups and while no specific analysis was undertaken of seaside towns, the results did suggest that match rates were lower in areas with high student populations. However, anyone who cannot be confirmed will still be invited to register individually and will retain their ability to vote in the 2015 general election. By using confirmation to simplify the process for the majority of electors it means resources can be focused on maximising registration among those people who cannot be confirmed, including individuals who are not currently registered. We are also currently running a separate set of pilots exploring whether data matching against DWP and other trusted national data sets can be used to find potential electors who are not currently registered but may be eligible to do so, in order to invite them to register. The results of the pilots, which are specifically targeted at boosting registrations among students, attainers and home-movers, will be published in the summer.</p>

star this property answer text Electoral Registration Officers (EROs) are responsible for maintaining a complete and accurate electoral register. Many EROs undertake effective democratic engagement activities with young people and other population groups. Government has a role to play as well. By making it possible to apply to register to vote online we have transformed the ease and speed with which people can get on the register. Statistics show that the registration website is especially popular with younger people. Ahead of the 2017 General Election the Government supported the Electoral Commission’s campaign to encourage voter registration by sharing their campaign materials through existing government social media accounts, such as Facebook and Twitter, as well as our own networks. We also published reminder register to vote messages on our high traffic <a href="http://gov.uk/" target="_blank">GOV.UK</a> pages, such as DVLA and HMRC. In addition, last December, we published a Democratic Engagement Plan which sets out our priorities for raising awareness of democracy and participation in our democratic processes – including registering to vote – amongst a number of different groups, including young people. Linked to this work and the Suffrage Centenary celebrations we have launched a pack for parliamentarians, announced the recruitment and training of youth democracy ambassadors and will make a secondary schools resource for 13-16 year olds. Working with partners, including those in the youth charity sector, we are looking forward to the inaugural National Democracy Week (2-8 July 2018). This is designed to promote democratic participation amongst all under registered groups, including attainers.

star this property answer text <p>With the introduction of Individual Electoral Registration (IER) in 2014, the Cabinet Office worked with the Electoral Management Systems (EMS) providers to ensure they were compatible with the Government’s IER Digital Service. Compatibility with the IER Digital Service means that Electoral Registration Officers (EROs) can manage registration data through their EMS by downloading applications submitted through the Register to Vote website, uploading applications to be verified with the Department of Work and Pensions, and notifying other EROs about electors who have moved from their area. We continue to work with the suppliers to ensure any changes to the IER Digital Service retain compatability with the EMSs.</p> more like this

star this property answer text <p>Whilst we have no seen evidence of successful interference, we are not complacent: this Government takes the security and integrity of our electoral processes extremely seriously. The Government is committed to working together with a full range of partners: academia, businesses, charities, regulators and civil society to respect, protect, and promote our democracy.</p><p> </p><p>Protecting the UK’s electoral mechanics from foreign cyber interference is one of the National Cyber Security Centre’s key priorities. The NCSC offers political parties access to the best cyber security guidance and support, and will provide cyber security guidance to the range of bodies – notably local authorities – involved in an election.</p><p> </p><p>It is also the responsibility of organisations and individuals to do what they can to reduce the vulnerability of data, which is the most effective method to deny states and others the opportunity to do harm or interfere. This is why we have spent £1.9 billion on cyber security, including establishing the NCSC since 2016.</p><p> </p><p>There is also ongoing work with local authorities and electoral administrators to ensure our elections remain secure. Within these broad programmes of work to secure our democratic processes, costs specifically to secure elections from outside interference are not recorded separately.</p>
