star this property answer text <p>The licence to operate the National Lottery does not cover distribution of good cause funding. The roles of operating the National Lottery and distributing funds to good causes are separate and distinct. National Lottery funding is awarded by 12 distributors working at arm’s length from Government. The distributors generally aim to ensure a wide geographical reach, but ultimately funding is distributed where there is greater need and impact.</p><p> </p><p>The Fourth Licence to run the National Lottery is due to come into force in 2023. Bidding criteria have not yet been set.</p> more like this

While the Department for Digital, Culture, Media and Sport is responsible for the sports grounds safety legislation, responsibility for the safety of spectators lies at all times with the ground management of individual sports grounds. Certifying and regulating those sports grounds is primarily a matter for individual local authorities.</p><p> </p><p>In accordance with recommendations in the Guide to Safety at Sports Grounds, published by the Sports Grounds Safety Authority, ground management should prepare contingency plans for the evacuation of all people in the event of an emergency from all areas of the ground to a place of safety.</p> more like this

star this property answer text <p>The charity sector has developed proposals to establish a new charity, the National Emergencies Trust. Its purpose would be to co-ordinate charitable fundraising and distribution in response to a major incident. The proposed charity would be independent from Government, and questions relating to how the charity would operate would be for the charity itself, once established.</p> more like this

star this property answer text <p>The Charities Act 1992 requires all professional fundraisers, including online fundraising platforms, to inform potential donors of their fees and charges.</p><p> </p><p>The Fundraising Regulator strengthened its Code of Fundraising Practice in June 2018 to clarify what is expected of online fundraising platforms in terms of their transparency.</p><p> </p><p>Improved transparency requirements enable potential donors to make informed choices about their giving.</p> more like this

star this property answer text <p>Through the evidence gathered in the 2017-18 Community Life Survey in England, indicators linked to social exclusion do not show a significant difference between urban and rural areas. Adults living in rural areas are less likely to say that they often/always feel lonely than people living in urban areas (3% compared with 6%). In addition, adults living in rural areas are more likely to say they feel they belong to their immediate neighbourhood (68%) than those living in urban areas (61%).</p><p> </p><p>The cross-government loneliness team, based in DCMS, is overseeing the implementation of England’s first Loneliness Strategy, with policies for both rural and urban areas. Government has also unlocked £20 million to tackle loneliness across England including the £11.5m Building Connections Fund, from which evidence will be gathered on what interventions work in different places, including rural areas. Guidance has also been published with the Office for National Statistics to establish a consistent way of measuring loneliness.</p><p> </p><p>In its response to a House of Lords’ report on the Natural Environment and Rural Communities Act in May 2018, the government reiterated its commitment to rural proofing all policies. DCMS supports this through engagement with rural stakeholders and utilising Defra guidance and statistical information.</p><p> </p>
