This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machines from £100 to £2, and on online gambling and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. We take gambling-related harm very seriously and will work closely across Government and with the Gambling Commission to build on the actions outlined in the Review. more like this

star this property answer text <p>A report from NatCen, published by the Gambling Commission in August 2017, estimated the number of adult problem gamblers in Great Britain as approximately 430,000, 0.8% of the population. The surveys that underpinned this also identified people who are at risk of problems related to their gambling behaviour but who are not classified as problem gamblers. The number of moderate-risk gamblers was 555,000, and the number of low-risk gamblers was approximately 1,430,000. Both headline rates of problem gambling and at-risk rates have been relatively stable for many years.</p><p> </p><p>In October the government published a consultation on Gaming Machines and Social Responsibility across the industry. This closed on 23 January, and we will consider all responses and publish our response and next steps in due course.</p><p><strong> </strong></p> more like this

star this property answer text <p>All gambling advertising, wherever it appears, is subject to strict controls on content and placement. Adverts must never be targeted at children or vulnerable people, and the Committees of Advertising Practice (CAP) recently concluded a consultation on proposals to amend the advertising codes to further limit the potential for adverts to appeal to these groups. The broadcast advertising codes make clear that adverts for commercial gambling must not be shown during or adjacent to television programmes directed at or likely to appeal particularly to children. In addition, the Industry Code for Socially Responsible Gambling Advertising prohibits gambling advertising on television before 9pm, except for adverts promoting bingo or lotteries, and sports betting in limited circumstances (not immediately around or during live sport).</p><p>The government is not aware of specific evidence on the effect of gambling advertising broadcast on television during the day. However, in March 2020 the charity GambleAware published the final report of a major piece of research into the effect of gambling marketing and advertising on children, young people and vulnerable people. That study found that exposure to advertising was associated with an openness to gamble in the future amongst children and young people aged 11-24 who did not currently gamble. It also found that there were other factors that correlated more closely with current gambling behaviour amongst those groups, including peer and parental gambling. Among vulnerable adults, the study found some evidence that problem or heavy gamblers were more likely to report that marketing had prompted them to place a bet or open a new account. It did not suggest a causal link between exposure to advertising and the development of problem gambling in childhood or later life.</p><p>The government launched its Review of the Gambling Act 2005 on 8 December with the publication of a Call for Evidence. As part of the wide scope of that Review, we have called for evidence on the benefits or harms of allowing gambling operators to advertise.</p>

star this property answer text <p>All gambling operators offering services in Britain are subject to strict regulation and must abide by rigorous requirements for the protection of children and vulnerable people. In the last year, the government and the Gambling Commission have acted to strengthen these protections further, including a ban on credit card gambling, making participation in the self-exclusion scheme GAMSTOP mandatory for online operators, and issuing new guidance for operators to address the potential for some customers to be at heightened risk during the Covid period. In addition, the Gambling Commission introduced tighter controls on VIP schemes which came into force at the end of October, and has recently launched a consultation on measures to ensure operators have robust procedures in place to identify and intervene with those who may be at risk of gambling harm.</p><p><strong> </strong></p><p>According to the 2016 combined Health Survey, the 2017 Health Survey for Scotland and the 2018 Health Survey for England, the problem gambling rate among adults has remained stable at around 0.6-0.8%. The NHS Long Term Plan made a commitment to expand the geographical coverage of NHS services for people with serious gambling problems through the opening of an additional 14 serious problem gambling clinics by 2023/24. In July 2019, government secured a commitment from five large operators for a tenfold increase in their contributions to the research, prevention and treatment of problem gambling over four years, rising from 0.1% to 1% of gross gambling yield. This includes a commitment to spend £100m on treatment over this period. The Department for Health and Social Care continues to work with the NHS and GambleAware to support the expansion and alignment of existing treatment services.</p><p><strong> </strong></p><p>The government has committed to reviewing the Gambling Act 2005 to make sure it is fit for the digital age. Further details will be announced in due course.</p><p> </p>

Those conditions include provisions on providing accurate information to the regulator upon request. For example, a number of licensees have provided regular data to the Commission on the impact of the pandemic on gambling behaviour which has been regularly published <a href="https://www.gamblingcommission.gov.uk/statistics-and-research/publication/gambling-business-data-on-gambling-during-covid-19-july-2021-to-december" target="_blank">here</a>.</p><p>Data provided to the regulator can also be used to inform regulatory decisions and investigate potential non-compliance with other licence conditions such as player protection requirements. The Commission has a range of powers it can use where a gambling operator has breached its licence conditions, up to and including suspending or revoking licence. The Commission is an independent regulator and is not subject to government direction in the use of its powers. The Gambling Act Review is looking at its powers and resources as part of its broad scope.</p><p> </p>
