Our principle measure for understanding the outcomes of children based on their socio-economic backgrounds is the disadvantage attainment gap, which captures the difference in test and exam performance between children who are eligible for Free School Meals and those who are not.</p><p>On top of this, the Government collects and publishes a range of data that allows us to understand how social mobility and disadvantage relate to educational and other outcomes. These include attainment in the Early Years and at age 19, participation and progression of disadvantaged pupils entering further and higher education, labour market outcomes for those from disadvantaged backgrounds, and different indicators of disadvantage such as Care status and Special Educational Needs status. 	answer	answer is ministerial correction date of answer 04/12/2020 answer text <p>The government is committed to promoting opportunity throughout the UK.</p><p>The Social Mobility Commission – an arm’s length body sponsored by the Department for Education – has a statutory responsibility to monitor social mobility in the United Kingdom and to promote social mobility in England. It carries out this responsibility by appraising action on social mobility via their annual monitoring report laid in Parliament, making recommendations to the government and conducting other evidence-based research reports they publish throughout the year. The Social Mobility Commission’s reports are available here: <a href="https://www.gov.uk/government/organisations/social-mobility-commission" target="_blank">https://www.gov.uk/government/organisations/social-mobility-commission</a>.</p><p>A child’s earliest years are crucial to boosting economic and social mobility, which is why the government has invested in childcare places for the most disadvantaged 2 year olds, who are eligible for 15 hours of free childcare a week to give them a great start in life. Over one million disadvantaged 2 year olds have benefited from 15 hours of free childcare since the programme began in September 2013. Early years settings will continue to benefit from a planned £3.6 billion funding in the 2020-21 financial year to create free early education and childcare places for children.</p><p>Likewise, a world-class education system that works for everyone is the best way to give everyone the chance to make the most of their talents and give them the foundations to live happy and independent lives. That is why the government is investing over £7 billion more in schools by the 2022-23 financial year, compared to the 2019-20 financial year, plus additional funding to cover pension costs.</p><p>To support young people’s employment prospects, the government is investing £500 million in a package of support to ensure young people have the skills and training to go on to high-quality, secure and fulfilling employment. Adult skills are key in supporting the economy and tackling disadvantage. Starting next year, the government is providing £3 billion (£2.5 billion for England) for the National Skills Fund to help people learn valuable skills and prepare for the economy of the future.</p><p>To address economic mobility, this government is committed to levelling up opportunities across the UK, supporting people into employment and those on low pay. In its Plan for Jobs, the government has announced unprecedented support to help unemployed people in Great Britain find a job, and the 2020 Spending Review provides additional funding to build on this commitment. The Commission rightly concludes that too often life chances can be determined not by effort and talents but where you come from, your parents’ situation and what school you attend. The Department will set out further details on policy to tackle this social injustice in due course.</p><p> </p><p>Thanks to the Government’s reforms, there are 1.8 million more pupils in good or outstanding schools than in 2010, and we are delivering three million apprenticeship places, opening up access to our higher education system and investing £500 million a year into technical education.</p><p> </p><p>Improving social mobility requires support from all parts of society: government, employers and civic organisations. Last year, we launched our £72 million Opportunity Area programme. In these 12 social mobility ‘coldspots’ we are working with a range of local partners to break the link between background and destination. We know these areas face some of the most entrenched challenges, as described by the Social Mobility Commission’s Index last year. Our approach here goes beyond what the Department and central government can do – extending to local authorities, schools, academy sponsors, local and national businesses, Local Enterprise Partnerships, FE colleges, universities, the voluntary sector, and more.</p><p> </p><p>I spoke at a Westminster Hall Debate about government policies on social mobility and the Commission’s ‘Time for Change’ report on 11 July. We are considering carefully the report’s analysis and findings as we further develop policy to address the barriers to social mobility.</p><p>Thanks to the Government’s reforms, almost 1.8 million more pupils today have a place in a school that is good or better. We have also set out proposals to increase the number of good school places available, in more parts of the country, so that more children including those from disadvantaged backgrounds can benefit from a great education, by scrapping the ban on new selective school places and harnessing the expertise and resources of our universities and our independent and faith schools.</p><p>The Social Mobility Commission’s analysis has provided an important input to our understanding of the geography of social mobility; and we are also now working with 12 Opportunity Areas, all identified as social mobility coldspots by the Commission to understand how we can address the barriers to social mobility from the early years to adulthood.</p><p>Through our plans to create more good school places and transform teaching, combined with new legislation to support greater access to university and investment in technical education, we aim to ensure that where a student comes from does not determine where they get to in life. Growth in employment rates has particularly benefitted the poorest fifth of households, whose employment rate is now more than 7 percentage points higher than in 2007/08 – more than anywhere else in the income distribution.</p><p> </p><p>The UK has the 5th lowest level of persistent poverty in the EU.
