star this property answer text <p>Following the Government’s success at the Court of Appeal, pending the conclusion of any further legal proceedings, I intend to reinstate the guidance provided to Local Government Pension Scheme administering authorities requiring that they should not pursue investment policies that are contrary to UK foreign policy or UK defence policy.</p><p>Separately, the Directive on the Activities and Supervision of Institutions for Occupational Retirement Provision (IORP II) is due to be implemented by 13 January 2019. We do not feel it is necessary to change the rules of the Local Government Pension Scheme to give effect to it as we consider that its investment rules and governance requirements already comply with the Directive’s objectives.</p> more like this

star this property answer text <p>The ban on letting agent fees to tenants was first announced in the 2016 Autumn Statement. An eight week public consultation ran from April to June 2017, which informed the provisions of the Tenant Fees Bill to ban letting fees paid by tenants. We published the Bill in draft on 1 November and it was scrutinised by the Housing, Communities and Local Government Committee. The Committee made a number of recommendations to refine the Bill on 29 March.</p><p>The Tenant Fees Bill was introduced to Parliament in the House of Commons on 2 May 2018, received its Second Reading on 21 May with unanimous support, and passed through Committee stage on 12 June. Report and Third Reading are scheduled for 5 September 2018 and the Bill will then move to the House of Lords. However, Parliamentary timetables are subject to change.</p><p>We are committed to bringing the ban on letting fees as soon as possible but implementation is subject to Parliamentary timetables. We do not expect the ban to be in force before spring 2019.</p>

Redcar and Cleveland Borough Council will continue to collect 50 per cent of all business rates in respect of those properties currently situated within the proposed boundary of the Special Economic Area, in line with the current operation of the Business Rates retention System.</p><p>In addition, once the Special Economic Area is established in statute, Redcar and Cleveland Borough Council will retain 100 per cent of all business rates growth obtained within that same area. This additional funding can then be used by the South Tees Development Corporation and Redcar and Cleveland Borough Council to reinvest in local economic growth.</p> more like this

star this property answer text <p>At the Budget the Government announced a one third discount off business rate bills for high streets and town centres worth almost £900 million. The discount will be available, subject to state aid, to retail properties with a rateable value of less than £51,000 such as shops, restaurants, cafes and drinking establishments. We will publish guidance shortly to help local authorities determine eligibility and implement the discount.</p><p>Since 2016 the Government has announced a raft of measures to support business, including permanently doubling Small Business Rate Relief from 50 per cent to 100 per cent for eligible businesses, and raising the threshold for 100 per cent relief from £6,000 to £12,000. As a result, over 655,000 small businesses – occupiers of a third of all properties – pay no business rates at all. In addition, the Government brought forward to April 2018 the switch in the annual indexation of business rates from RPI to the main measure of inflation, currently CPI, which will be a saving for all ratepayers.</p>

star this property answer text <p>In 2020/21 the Government aims to increase local government’s retention of business rates from 50 per cent to 75 per cent.</p><p>Increasing the level of business rates retention to 100 per cent remains the Government’s long-term ambition.</p><p>That is why, this year we are operating 100 per cent business rates retention pilots in 16 areas across the country. Next year we will also pilot 75 per cent business rates retention to aid understanding of how we transition into the proposed new system in 2020/21. Moving to greater rates retention will give local authorities more control of the money they raise locally.</p><p>The current 50 per cent business rates retention scheme is yielding strong results with local authorities estimating that in 2018/19 they will keep around £2.4 billion in business rates growth.</p> more like this
