This is why there has been a year on year increase in the amount of financial penalties collected over the last three years.</p><p> </p><p>When it appears to HM Courts and Tribunals Service (HMCTS) that an offender is normally resident in another EU country HMCTS can transfer road traffic offence fines, imposed by courts in this country, to other EU jurisdictions for enforcement under the EU Framework Decision on Mutual Recognition of Financial Penalties (MRFP). The Framework Decision obliges Member States to take over enforcement of eligible fines imposed by other Member States’ courts, where the offender is resident or has assets in the enforcing state. The Agency expects operators to aim for 100% containment of fugitive emissions of methane on shale gas exploration sites and the operator will need to provide details of how their monitoring, inspection and maintenance regime will achieve this. 	answer	answer is ministerial correction date of answer 07/04/2014 answer text <p>We do not collect data on the number of hours of literacy teaching primary school children receive.</p><p> </p><p>We are committed to raising standards of literacy in schools and making sure that every child masters the basics of reading and writing at a young age. The new primary national curriculum for English is explicitly designed to make sure that all children leave primary school fully literate and ready to progress at secondary school.</p><p> </p><p>The new national curriculum sets out very clearly what should be taught to pupils.
