The Fund is held on trust for the purpose of reducing the National Debt. According to expert evidence, there is no realistic prospect of the Fund ever amounting to a sum sufficient to pay off the whole of the National Debt.</p><p>The application made by the then Attorney General to the High Court on 22nd May 2018, to release the assets of the National Fund in order to pay down national debt, has not yet concluded. The Home Office have concluded that two scheme operators is the optimal number for managing this pilot. Defra ran a competitive selection process to select the two operators.</p><p> </p><p>The pilot is not designed to meet the full labour needs of the horticultural sector. Rather, the Government is seeking to evaluate the pilot’s ability to assist in alleviating labour shortages during peak production periods. We worked with international partners to deliver EU statements to the Council of Europe and the Organization for Security and Co-operation in Europe on these issues. In these statements, we called on Russia to respect its international commitments on freedom of religion or belief, and to investigate the reports of torture, ensuring those responsible are held accountable.
