star this property answer text <p>All EU free trade agreements (FTA) signed since the EU-South Korea FTA (2009) have contained a trade and sustainable development chapter. These chapters include reference to the International Labour Organization (ILO) fundamental conventions which, amongst other things, provide for the elimination of discrimination at work. Other trade agreements which contain these provisions are Georgia (2014), Moldova (2014) and Ukraine (2014), Canada (provisionally applied since 2017), and recently negotiated but yet to be applied agreements with Japan, Singapore and Vietnam. All Economic Partnership Agreements signed with developing countries also reference these conventions.</p><p> </p><p>The Government is committed to ensuring continuity for our existing EU trade agreements as we leave the European Union. Under the terms of the draft Withdrawal Agreement, the UK is to be treated as a Member State for the purposes of international agreements for the duration of the Implementation Period.</p><p> </p><p>This provides certainty and confidence that there will be no disruption to existing relationships underpinned by international agreements as we move into the Implementation Period. Indeed many of our trading partners have already issued public statements in support of it.</p>

We do not recognise the Occupied Palestinian Territories, including the settlements, as part of Israel and they are not covered by the current EU-Israel Association Agreement, which governs our trade with Israel.</p><p>It is up to individual businesses whether they undertake business dealings with companies operating in illegal settlements. The Government neither supports nor encourages such dealings. The FCO advises businesses on the risks of so doing.</p> more like this

star this property answer text <p>India is important for our future trading arrangements after we leave the EU. In 2017, UK-India bilateral trade was over £18bn, an increase of 15% on the previous year. The UK has been the top G20 investor in India over the last ten years, with the stock of UK FDI in India at £13.2bn in 2016. UK exports to India in 2017 amounted to £6.7bn (a 14.9% increase from 2016). Travel (28.8%), Transportation (19.8%), and Telecommunications (12.3%) were the biggest export sectors.</p><p> </p><p>The UK-India Joint Trade Review (JTR) announced during the Prime Minister’s visit to India in 2016, has enabled us to better understand the bilateral trade relationship. The review has audited existing trade flows and mapped non-tariff barriers that could be collaboratively addressed, both at present and as we leave the EU.</p><p> </p><p>In April 2018, both Prime Ministers agreed to forge a dynamic new trade partnership – taking forward recommendations from the Review - to develop new trading arrangements, facilitate investment in both directions and intensify collaboration on shared or complementary strengths.</p><p>Following the recommendations of the JTR, the UK and India agreed to use the next phase of collaborative work to focus on addressing non-tariff measures in three sectors: food and drink, life sciences and ICT. This will be pursued though further business engagement and regulator to regulator dialogues, reporting back to Ministers at the next Joint Economic and Trade Committee.</p><p> </p><p>A further outcome of the JTR was a toolkit for Commonwealth Countries to follow and conduct their own trade reviews, available at <a href="http://www.cominnowealth.org/display/country-profiles/united-kingdom/" target="_blank">http://www.cominnowealth.org/display/country-profiles/united-kingdom/</a>. As at 31 May 2018, the total workforce currently engaged in delivering DIT objectives in DIT is 3,781. This is the highest it has been since the department was created. star this property answer text <p>The Department for International Trade published a call for evidence on the 28 November 2017 with the aim of identifying which UK businesses produce goods currently subject to anti-dumping, or anti-subsidy measures, or to on-going investigations related to these.</p><p>It asked those businesses to state whether they support, are neutral to, or oppose the maintaining of those measures, when the UK begins to operate its independent trade remedy framework. It asked for data about those businesses’ production and sales, and total UK production and sales.</p><p>Measures which meet the criteria set out in the call for evidence will be maintained once the UK begins to operate its independent trade remedy framework. Measures which do not meet the criteria will be terminated – cutting unnecessary costs for UK businesses and consumers.</p><p>The Call for Evidence closed on 30 March 2018. However, we continue to invite other interested parties to provide relevant information for measures of interest to them. This will enable us to make an accurate assessment of applications to maintain measures.</p>

star this property answer text <p>We are committed to protecting UK industry where it is suffering injury as a result of dumped imports. Secondary legislation will introduce provisions to tackle those cases concerning countries where there are particular market situations. Those situations occur when it is not possible to use the domestic prices in the exporting country to calculate the dumping margin, because prices and input costs do not reflect competitive market conditions. In such cases the Trade Remedies Authority (TRA) will be able to use alternative methodologies. These alternative methodologies will include the use of export prices to an appropriate third country, provided they are representative, and will enable the TRA to construct the prices on the basis of cost of production, selling, general and admin costs and profit. Secondary legislation will also provide that the exporter’s cost data may be adjusted, where justified on a case by case basis, based on among other things prices from a representative country<strong>.</strong></p><p>We will set out in secondary legislation examples of situations, such as where prices are artificially low, for example as a result of government intervention, where significant barter trade exists, or where non-commercial processing arrangements occur. Other economies, such as the EU and the US, have similar mechanisms in place to protect the domestic industry from unfair trade practices and the UK will be no different.</p>

star this property answer text <p>The UK-India Joint Trade Review (JTR), announced during the Prime Minister’s visit to India in 2016, has enabled us to better understand the bilateral trade relationship. The review audited existing trade flows and mapped non-tariff barriers that could be collaboratively addressed, both at present and as we leave the EU. We’ve also begun a technical dialogue- between the ONS and Reserve Bank of India- to better understand statistics on UK-India trade in services.</p><p> </p><p>Following the recommendations of the JTR, both countries agreed that the next phase of collaborative work will focus specifically on non-tariff barriers in the life sciences, ICT, and food and drink sectors. This is being pursued through further engagement with stakeholders including businesses, and through ongoing dialogue with the Government of India. Progress will be reported back to Ministers at the next Joint Economic and Trade Committee, expected towards the end of the year.</p> more like this

As the UK leaves the European Union, our first priority is to ensure continuity in our trading relationships, including cocoa producers. This includes discussions with the likes of Ghana and Cote d’Ivoire about replicating the effects of the EU’s Economic Partnership Agreements (EPAs) to continue to provide duty-free access to the UK for products including cocoa. The Government has also committed to continue to unilaterally provide preferential market access to around 70 other developing countries including some that produce cocoa. The availability of candidates with the required qualifications and experience was critical in deciding where to locate the Trade Remedies Authority. Reading has one of the highest concentrations of relevant qualifications and experience in the country. Another important criterion was transport links. Activity supported by the fund is primarily focussed on achieving growth outcomes for the partner country and the design of any potential Official Development Assistance (ODA) spending through the fund must meet this requirement. star this property answer text <p>As set out in the Government’s White Paper on the future relationship with the EU, the UK will potentially seek accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CTPP). This will take place pending the outcome of a 14-week public consultation and the process of accession for new members being established. Potential accession would be sought on terms consistent with the future relationship with the EU, and domestic priorities. CPTPP includes some of the world's fastest growing economies that together represent 13-14% of global GDP, and a total population of around 500m people. If the UK were to join, it would be the second largest economy in the group, and CPTPP’s coverage of global GDP would increase to around 17%. We are undertaking assessments of all the opportunities presented by CPTPP, including analysis on opportunities the agreement presents to UK consumers and businesses.</p><p> </p> more like this

We’re clear that more trade doesn’t have to come at the expense of workers. The Prime Minister has indicated that we will protect existing workers’ rights and build on them when the time is right for the United Kingdom.</p><p>The UK is committed to promoting the economic empowerment of women and recognises trade as an important lever for equality. As the UK establishes an independent trade policy, the Government will take a gender-responsive approach to trade and create a framework that delivers for women as employees and business leaders.</p><p>When we bring forward legislative proposals to implement new trade deals, Parliament will have the opportunity to scrutinise this new legislation in the normal way.</p> more like this

star this property answer text <p>We are working with countries across the world to explore the best ways to develop our current trade and investment relationships and have established working groups and high-level dialogues with a range of key trade partners. Working Group discussions include preparatory work on the potential of future trade agreements towards pursuing an independent trade policy once we have left the EU.</p><p>Last July, we launched four public consultations on prospective new agreements with the United States, Australia, and New Zealand, as well as the UK’s potential membership of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.</p><p>As a priority, we are seeking continuity of all our existing EU trade agreements. We have had positive discussions with our trading partners towards achieving a smooth transition for businesses and consumers. star this property answer text <p>As set out in the White Paper of 12<sup>th</sup> July 2018, and oral statement to Parliament delivered by my Rt hon. Friend the Secretary of State for International Trade on 16<sup>th</sup> July, the UK is preparing for an independent trade policy, including the ability to pursue bilateral trade agreements following EU exit on 29<sup>th</sup> March 2019.</p><p>This includes the possibility to negotiate free trade agreements with the US, Australia and New Zealand, and potentially seeking accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).</p><p>The Department for International Trade is committed to ensuring an inclusive and transparent trade policy. On 20<sup>th</sup> July 2018, it launched 14-week online public consultations. They provide everyone with an opportunity to share their views on these four potential future free trade agreements. The results of the initial consultations will inform the overall approach to our future trade relationship with the US, Australia, New Zealand and the CPTPP. If we launch formal negotiations with those partners, we will continue to engage with stakeholders on specific issues which may arise in the negotiation process.</p><p>The Department is putting in place the appropriate mechanisms to ensure that due consideration is given to responses, so that they effectively inform our overall approach to negotiations with partner countries. Before entering into any formal negotiations the Government will publish an outline approach setting out the high level objectives.</p><p> </p>
