star this property answer text <p>We are concerned that the people of Eritrea are facing food insecurity as a result of the COVID-19 pandemic. COVID-19 and the desert locust outbreak have impacted existing humanitarian need as a result of lasting effects of war and climate change. Humanitarian and development programmes in Eritrea are being adapted to address current food security challenges. DFID funds life-saving activity in Eritrea, including providing £4m to UNICEF in 2019-20 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services.</p><p>We are also aware of reports that the Government of Eritrea is targeting the Red Sea Afar people during the COVID-19 pandemic. We raise our concerns about human rights in Eritrea with the Government at every opportunity, and we will continue to make clear that measures taken by them to tackle COVID-19 must be necessary, proportionate, time-bound, transparent and regularly reviewed. Eritrea remains a priority country for the FCO under our annual human rights reporting, and we will continue to monitor the situation there.</p>

star this property answer text <p>Since the Girl Summit the UK has remained at the forefront of global efforts to eliminate Child, Early and Forced Marriage (CEFM) and Female Genital Mutilation (FGM). The UK galvanised international agreement on Sustainable Development Goal Target 5.3 on eliminating harmful practices including CEFM and FGM, by 2030. This has created an international mechanism for tracking global progress.</p><p>The UK invested at least £39 million in UN and civil society programmes to end child marriage between 2015 and 2020 and also tackles child marriage through programmes to promote gender equality and girls' education. We have continued to engage and support partner countries in efforts to end CEFM. For example, 11 countries in Africa and South Asia have developed National Action Plans to end child marriage, with support from UK Aid through the UNICEF-UNFPA Global Programme to End Child Marriage. These actions have contributed to a 15% reduction of global prevalence of child marriage over the last decade, averting 25 million child marriages.</p><p>The UK's dedicated Forced Marriage Unit continues to lead efforts to combat forced marriage in the UK and provides dedicated support to victims and those at-risk. Since 2008, 2,605 Forced Marriage Protection Orders were issued related to marriages undertaken or planning in the UK and overseas.</p><p>The UK continues to lead the world in our support to the Africa-led movement to end FGM. Since 2013, £57.5 million has been invested in programmes to end FGM, which have helped Gambia, Nigeria, Mauritania and Sudan to make the practice illegal, and Burkina Faso, Egypt, and Uganda to strengthen their laws, as well as building &quot;The Girl Generation&quot; which has reached over 200 million people across Africa.</p>

star this property answer text <p>The UK is committed to tackling organised crime and corruption around the world. As part of this work, the UK Government, through the National Crime Agency, delivers a Countering Organised Crime and Corruption programme in Nigeria. The programme provides mentoring and capacity building for units of the Nigerian Police Force to improve border security and anti-kidnap capacity, and to respond to organised crime groups in Nigeria. The programme budget was £3.1 million for 2019/20.</p><p>The Nigeria Countering Organised Crime and Corruption programme is evaluated each year. External consultants have been used to evaluate the programme in some years. It was given a grade A rating for meeting expectations in 2019/20. It was also assessed that the programme represents good value for money and that the project successfully integrates gender and equality issues into delivery. All UK programmes are provided in adherence with the UK Government's Overseas Security and Justice Assistance guidance. We will continue to support police reform in Nigeria, working with the Nigerian Government and international and civil society partners to improve its transparency and accountability, in line with its human rights obligations.</p><p> </p>

star this property answer text <p>We remain deeply concerned about the continuing persecution of LGBT people in Chechnya. The UK Government has raised this issue repeatedly with the Russian Government and made clear that Russia must abide by its international human rights obligations. On 17 June, the Minister for the European Neighbourhood and the Americas raised our concerns with Russian Deputy Foreign Minister Titov.</p><p>In December 2018, the UK was one of 16 countries to invoke the OSCE's Moscow Mechanism, requiring an independent OSCE investigation. The OSCE Moscow Mechanism's independent 2018 report confirmed allegations of serious human rights violations in Chechnya against LGBT people and other groups including unlawful detention, torture, and extrajudicial killings. We continue to urge Russia to implement the recommendations made in the Moscow Mechanism report and to end the climate of impunity for human rights abusers in Chechnya.</p> more like this

star this property answer text <p>The First Secretary of State, supported by the International Development Secretary and ministers from ODA spending departments, led a cross government review to identify reductions in this year’s ODA budget needed to meet the 0.7% commitment. The careful review process looked at every strand of the ODA budget and assess the impacts of spend. Several review sessions were held in which Ministers prioritised programmes based on strategic objectives such as poverty reduction for the ‘bottom billion’, tackling climate change and reversing biodiversity loss, championing girls’ education, and the global response to Covid-19.</p> more like this

star this property answer text <p>The UK contributes towards EU development projects in the Western Balkans, through the Heading IV section of the EU's 2014-2020 Multi-Annual Financial Framework Budget (MFF). Over the 2014-2020 MFF, the EU has allocated funding totalling around €6.5 billion for the Western Balkans, and the UK has contributed on average approximately 12.5% towards the costs of these programmes.</p><p>The Withdrawal Agreement commits the UK to continue to make payments to the EU from 01 January 2021, as part of the UK's Reste-a-Liquider (RAL) contributions to the EU budget. We anticipate that this will include continued funding to support programmes in the Western Balkans until approximately 2025. The UK will not be contributing to EU programming under the 2021-2027 MFF.</p> more like this

star this property answer text <p>The Cabinet Office regularly publishes expenditure, broken down by supplier, on a monthly rolling basis on GOV.UK, including expenditure on the cross-government Transition public information campaign.</p><p>As part of this major campaign, the Foreign, Commonwealth and Development Office is running a strand of activity focused on UK nationals who live and work in EU and EFTA countries. The campaign focuses on four key actions UK nationals may need to take around residency applications or registrations, healthcare provision, passport validity and driving licences. The messages are tailored for each country so that UK nationals are aware of the actions that may apply to them. Communications centre on digital channels, radio, print media and a range of outreach events run by embassies locally. All activity signposts UK nationals to GOV.UK with specific information for each country.</p><p> </p> more like this
