Those providers which have met the eligibility criteria but do not have sufficient metrics will instead receive a provisional award.</p><p>As noted during the Higher Education and Research Bill process some providers do not meet the eligibility requirements noted for TEF. Providers who do not meet the eligibility requirements, or who chose not to participate, will appear without a TEF award on Unistats and on the Universities and Colleges Admissions Service.</p> more like this

star this property answer text <p>The UK proudly continues to work with our key partners, including UN agencies, national governments and civil society, to protect and advocate for sexual and reproductive health and rights (SRHR), to ensure that decades of progress toward securing universal access are not reversed by the COVID-19 pandemic.</p><p>We remain committed to supporting the Minimum Initial Service Package for Reproductive Health in Crises and have provided UNFPA with an additional £10 million for life-saving SRH services as part of the global humanitarian response plan to COVID-19.</p><p>The UK-aid funded Global Financing Facility is continuing to support governments to maintain health systems in 36 affected countries, with a focus on protecting reproductive, maternal and newborn health services. Our flagship SRHR programme ‘WISH’ is delivering desperately-needed services and supplies during the pandemic across 27 countries, including increasing use of technologies, more self-care delivery and working to ensure SRHR is part of national COVID-19 essential service delivery. Ensuring that no-one is left behind is key to this effort. Local radio and SMS are providing critical messages on SRHR and COVID-19 to those living in remote areas. Where possible, fee waiver schemes are removing cost-barriers for the poorest and community outreach services continue in rural areas where it remains safe to do so.</p>

star this property answer text <p>The UK recognises the critical role of front-line health, social and care workers, particularly now. We know that women make up 70% of global frontline health workers and are often the first responders in a crisis. UK aid helps provide these workers with the resources they need.</p><p>For the global COVID-19 response, we have pledged £75 million to WHO, to help the organisation lead international efforts to stop the spread of COVID-19 and end the pandemic. This includes support to front-line health workers with equitable access to training and essential medical supplies, including Personal Protective Equipment. We are also investing £20 million in the African Union’s and Africa Centres for Disease Control COVID-19 response, to fund the deployment of African health experts and provide specialist training for clinicians.</p><p>DFID programmes also support capacity building for health professionals. The new five-year, £30 million UK Partnerships for Health Systems programme will build a better-skilled health workforce in countries across Africa and South Asia, training health workers including nurses and midwives.</p><p>We are already a leading global health donor, and an advocate for public health investment to achieve universal health coverage and Sustainable Development Goal 3. Investment in, recruiting and retaining skilled healthcare professionals is critical to achieve the Global Goals and meet our manifesto commitment to end preventable deaths of women, children and new-borns.</p>

The Minister for Africa spoke to the Zimbabwean Foreign Minister on 8 June and expressed his [Minister Duddridge] deep concern regarding recent reports of the abduction and torture of three female opposition activists, including a Member of Parliament. He [Minister Duddridge] urged the Foreign Minister to ensure the Government of Zimbabwe makes concrete progress on human rights, including investigations into violations.</p><p>It is vital that the Zimbabwean authorities adhere to their international human rights obligations and respect their Constitution, which prohibits enforced disappearances and cruel, inhuman or degrading treatment. This was reiterated in a joint local statement issued on 20 May by the UK alongside other partners, including the European Union, France, Germany and the United States of America. The UK will continue to monitor developments closely and urge the Government of Zimbabwe to uphold the rule of law and respect human rights.</p><p> </p>

star this property answer text <p>Minister Johnson, the Minister for Universities and Science, in his speech at Reform on 20 July 2017, called on the sector to put an end to increasing vice chancellor pay and provide justification for the exceptional circumstances for large pay awards to improve value for money.</p><p> </p><p>He also announced that he will be issuing new guidance to the Office for Students (OfS) to use its powers to address this problem.</p><p> </p><p>Universities are autonomous bodies and it is their responsibility to determine pay arrangements for their staff. However, Minister Johnson has called for action to put an end to the upward spiral in vice chancellors’ pay.</p><p> </p><p>The Government’s 2017/18 grant letter to the Higher Education Funding Council for England (HEFCE) stated:</p><p> </p><p>“The Government is clear that efficiency includes demonstrating restraint in senior pay and remains concerned about the substantial upwards drift in salaries of some top management. We would like to see senior leaders in the sector exercise more pay restraint.”</p><p> </p><p>HEFCE issued guidance to the sector on severance pay and the remuneration of senior staff in June 2017: <a href="http://www.hefce.ac.uk/pubs/year/2017/CL,172017/" target="_blank">http://www.hefce.ac.uk/pubs/year/2017/CL,172017/</a> (copy attached).</p><p> </p><p>It states that governing bodies and remuneration committees should always bear in mind the principles outlined and to record clearly the rationale behind their decisions, including any divergence from the guidance.</p>

star this property answer text <p>We are concerned that the people of Eritrea are facing food insecurity as a result of the COVID-19 pandemic. COVID-19 and the desert locust outbreak have impacted existing humanitarian need as a result of lasting effects of war and climate change. Humanitarian and development programmes in Eritrea are being adapted to address current food security challenges. DFID funds life-saving activity in Eritrea, including providing £4m to UNICEF in 2019-20 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services.</p><p>We are also aware of reports that the Government of Eritrea is targeting the Red Sea Afar people during the COVID-19 pandemic. We raise our concerns about human rights in Eritrea with the Government at every opportunity, and we will continue to make clear that measures taken by them to tackle COVID-19 must be necessary, proportionate, time-bound, transparent and regularly reviewed. Eritrea remains a priority country for the FCO under our annual human rights reporting, and we will continue to monitor the situation there.</p>

star this property answer text <p>We are aware of allegations that Colombian state actors have been illegally gathering surveillance on civil society organisations. We expect state authorities to comply fully with their human rights obligations, and our Embassy in Bogotá regularly raises human rights issues. The United Kingdom is committed to protecting and promoting human rights in Colombia, which is a Human Rights Priority Country.</p><p>We work with the Colombian Government, civil society and multilateral partners to support full compliance with human rights obligations in Colombia. Neither the UN nor the IACHR has invited us to support the creation of a commission.</p><p>The British Government undertakes extensive risk assessments when designing projects in Colombia and deciding which to fund, including any potential negative impact on human rights. This includes the overseas security and justice assistance (OSJA) process, which is intended to ensure any United Kingdom projects meet our human rights obligations and our values. We continually monitor the effects of our programme work in consultation with colleagues working in Colombia, and make thorough assessments of the impact of our projects.</p>
