	answer	answer is ministerial correction date of answer 19/07/2018 answer text <p>The University Technical Colleges (UTC) programme has an important role to play in our reforms to technical education, with strong UTCs succeeding in equipping young people with the skills businesses need, getting them into employment and supporting social mobility.</p><p>There are regulations in place that require local authorities to write to parents of pupils in Year 9 to notify them of schools with atypical ages of admission within reasonable travelling distance, which includes UTCs, to make sure they are aware of the choices available to them. Early indications suggest that these letters have had a positive impact on awareness of UTCs and supported their recruitment.</p><p> </p><p>Recent changes to the Careers Guidance legislation also requires maintained schools and academies to provide opportunities for providers of technical education, such as UTCs, to visit schools to talk to students in Years 8-13, to inform them of their offer.</p><p> </p><p>UTCs are sponsored by employers and they are essential to marketing efforts by UTCs to promote their offer. Employers can demonstrate to pupils how attending the UTC can lead to a successful career. T Levels are a central part of the greatest shake-up of technical education for 70 years and builds on the recommendations made by the Independent Panel on Technical Education, chaired by Lord Sainsbury. They will provide a distinctive and rigorous technical alternative to A levels.</p><p>They are, however, just one strand of our ambitious new technical education offer. The introduction of the RoATP, which currently has over 2,600 providers listed, has made it easier for new providers, including small providers, to enter the apprenticeship training market. Ahead of the opening of the RoATP, the Education and Skills Funding Agency raised awareness of the requirement to register and the application process. This included providing webinars, direct engagement and information through representative bodies. Whilst we do want to see an increasing number of apprenticeship starts, we will not sacrifice quality for quantity. We continue to work closely with employers to help them take advantage of the changes to grow their apprenticeship programmes, and to meet our target.</p><p>The government is moving away from old apprenticeship frameworks, which employers said were often not suitably equipping apprentices for the job, towards new and higher quality apprenticeship standards with a longer average duration, designed by employers themselves. Compared to this time last year, the expected average number of training hours per apprenticeship has increased by over 20 per cent - from 540 hours to 670.</p><p>Starts on apprenticeships standards continue to grow; latest data on apprenticeships in England show there have been 119,500 starts on standards in the first three quarters of the 2017/18 academic year; more than 10 times higher than the 11,000 reported at this time last year (2016/17). This represents just over 40 per cent of all starts reported in the 2017/18 academic year, compared to 2.5 per cent in 2016/17.</p><p>In May 2018 we published an update on the progress of apprenticeships reforms, including progress towards the apprenticeships target in England. 	answer	answer is ministerial correction date of answer 25/02/2019 answer text <p>Our reforms are making apprenticeships longer and better, with more off-the job training and proper assessment at the end, helping employers to create high quality apprenticeships training that will lead to a more skilled and productive economy. By 2020, funding available for investment in apprenticeships in England will have risen to over £2.5 billion per year, to increase the number of high quality opportunities.</p><p>New apprenticeship standards across all levels are being designed and driven by industry according to their skill needs. There are over 400 apprenticeship standards available, across all levels and in a wide range of occupations, with more in development.</p><p>The Institute for Apprenticeships and Technical Education is responsible for advising the Department for Education (DfE) on the appropriate funding band for apprenticeships, to support high quality apprenticeships and provide value for money for employers and government. The funding band represents the maximum government contribution towards the costs of apprenticeship training and assessment, and employers are encouraged to negotiate a price with their provider.</p><p>Information regarding the number of schools that are compliant with the Baker Clause is not held centrally, but the DfE has carried out a survey with the Association of Employment and Learning Providers in June 2018 to find out more about the early impact of the new law. Just over three quarters (76%) of the 75 providers surveyed stated that the duty is being partially complied with in their area. Just under a fifth (19%) said it was not being complied with at all. The remaining 5% said schools in their area are fully compliant.
