star this property answer text <p /> <p>Since April 2010 we have cut our overall spend on temporary staff by £35.5m. We only use temporary staff to fill business-critical posts and essential frontline services where they can provide a fast, flexible and efficient way to obtain necessary skills that are not currently available in-house. We will continue to examine our use of contractors and look for further reductions.</p><p><strong> </strong></p><p>In responding to each question we have utilised data provided by our contracted supplier of temporary clerical staff and contracted supplier of temporary operational staff. As the data provided has been supplied by two different third parties there is a slight difference in the way that the answer to question 3 and 4 has been presented.</p><p> </p><p>Temporary operational staff relate to Operational Support Grades (OSGs) used within HM Prison Service. We have contracts in place to provide temporary OSGs to fill in gaps in requirements, for building projects or to fill vacancies short term. Temporary OSGs are a very small proportion of our staff complement.</p><p> </p><p>Uniform operational support staff are Operational Support Grades (OSGs).These are uniformed staff who undertake a wide range of duties in prisons, for example operating prison gates, working in security and managing stores areas. star this property answer text <p /> <p>The Cabinet Office procured support for probation trust staff to develop mutual bids in the Transforming Rehabilitation competition.</p><p> </p><p>A full breakdown of all Cabinet Office Mutuals Support Programme contract awards, including to probation trust staff, can be found at: <a href="https://www.gov.uk/suppliers-information-and-contract-opportunities" target="_blank">https://www.gov.uk/suppliers-information-and-contract-opportunities</a></p><p> </p><p>The total value of the support contracts was £1,127,238. This included both bid support and, where applicable, mobilisation support to those that were named as Preferred Bidders. Bid support included commercial and legal advice, consultancy services and technical advice. Support committed during the bidding stage totalled £971,764.</p> more like this

star this property answer text <p /> <p>The deployment of staff between prisons on detached duty is a regular and normal part of prison resourcing. It allows staff to be allocated from prisons with the capacity to provide them, to those where additional staffing is required. On average over the six month period (January to June 2014), less than 1% of Band 3 officers were provided on detached duty. A large proportion of the capacity is typically available from prisons that are in the process of closure or going through a re-role. This process temporarily releases a number of officers who are not supplied for specific occasions but are sent and received on a shift pattern throughout the week.</p><p> </p><p>The number of staff available for detached duty at any one time is a matter for operational judgement and takes account of overall staff numbers, levels of sickness, prisoner numbers and the regime and security requirements.</p><p> </p><p>The average weekly provision of band 3 prison officers, that were received as part of the nationally co-ordinated detached duty scheme, are shown in the tables below for April to June 2014. For information on the three months January to March I refer the Hon. Member to the reply given to him on 12 June 2014, Official Report, columns 316W to 318W. The nationally co-ordinated scheme relates to Band 3 Prison Officers only. NOMS headquarters includes NPS staff based there as well as other NOMS staff who provide central support for the NPS. It therefore follows that there were no staff in post or recruits into the NPS headquarters.</p><p> </p><p>Between the 1 June and 30 June 2014, the date of the latest published figures, the number of permanent or temporary staff recruited to the NPS, including any central functions relating to the NPS was five or fewer. In the same period 20 agency staff began working in the operational functions of the NPS.</p><p> </p><p>The NPS and CRCs were resourced to deliver their core duties at the point of transfer to the new structures and will maintain necessary levels through workforce planning to meet future staffing needs.</p>

star this property answer text <p /> <p>We take a zero tolerance approach to contraband in prison and use a range of robust security measures to find them, including searches and specially trained dogs. Prisoners who are found with contraband face tough punishments including having their privileges removed and getting time added onto their sentence and may be referred to the police for prosecution.</p><p> </p><p>The number of mandatory drug tests that have taken place in prisons in each month since May 2010 is shown in the table below. We are committed to focussing our efforts on preventing drugs from entering custody, an intelligence led approach to using MDT tests most effectively and programmes and support to ensure that prisoners can stay free from drugs in custody.
