All youth custody establishments must have an anti-bullying policy and safeguarding arrangements in place which address both the causes and effects of bullying. The safety of young people and approaches for managing challenging behaviour in custody are monitored by the Youth Justice Board and independent inspectorates.</p><p> </p><p>Data on the number of incidents of bullying in youth custody institutions are collected by individual establishments in order to assist them in managing bullying but information is not held centrally. Whilst healthcare providers will have data about mental health issues, this information is not held centrally and is not routinely collected alongside bullying information.</p> more like this

star this property answer text <p /> <p /> <p>Prior to 1 June 2014 when the National Probation Service (NPS) was set up along with 21 community rehabilitation companies (CRCs), 35 independent Probation Trusts were responsible for commissioning specialist training such as domestic violence for probation staff.</p><p> </p><p>Since June 2014, a new National Probation Training team has been set up for NPS.</p><p> </p><p>Currently, the National Offender Management Service is commissioning a new domestic abuse package to reflect recent changes in practice and ensure a consistent national standard of training. In the interim, the seven NPS divisions are continuing to deliver their own local domestic violence training packages.</p><p> </p><p>Training is also available for probation officers to use a specific tool for assessing the risk of domestic abuse and to case manage offenders subject to domestic violence programmes.</p><p> </p><p>Before June 2014 there were 35 Probation Trusts, which have now been replaced by the NPS and the CRCs. Information is not available centrally on the number of staff in the former probation trusts who have undertaken domestic violence training in the last 12 months as this was held at a local level.</p>

star this property answer text <p /> <p>No fines have been paid to the EU or any other organisation because of HM Prison Service’s use of barbed and razor wire in the last four years. Furthermore, there have been no infraction proceedings at the European Court of Justice and no findings against the UK in the European Court of Human Rights about this issue in that time period.</p><p> </p><p>The Ministry of Justice (MoJ) provides razor wire and barbed wire as part of construction and refurbishment projects on its custodial estate. It is deployed most often at the top of perimeter fences and fences which form partitions within the grounds of prisons. It forms one of a number of security measures which prevent prisoners scaling fences either to breach the perimeter or to enter hazardous and prohibited areas of a prison</p><p> </p><p>The MoJ works with the National Offender Management Service (NOMS) to ensure that its proposed use would not present a health or safety hazard to prisoners, members of NOMS staff, visitors to a prison or members of the public.</p>

By moving away from the traditional environment of bars on windows and giving these young people skills, qualifications and self-discipline we can help them turn their back on crime and become productive members of society.</p><p> </p><p>Education provision will form part of the overall operational contract for the Secure College. The Ministry of Justice expects providers to put forward innovative solutions that address the individual needs of young people in the Secure College. The criteria for awarding the operational contract are in development and there are no plans to publish the criteria.</p> more like this

By moving away from the traditional environment of bars on windows and giving these young people skills, qualifications and self-discipline we can help them turn their back on crime and become productive members of society.</p><p>The consultation on plans for Secure College Rules opened on 16 October 2014 and will run for six weeks, closing on 27 November 2014. We will review responses to the consultation and respond in due course.</p><p>The proposals set out in the consultation provide the framework for Secure Colleges to operate safely and meet the educational and rehabilitative needs of those in their care. We want to harness expertise and ideas from providers to develop operating models that deliver the best outcomes for these young people.</p> more like this

star this property answer text <p /> <p>The Government believes reformed offenders can play a positive role in rehabilitating young and adult offenders through mentoring and demonstrating the possibility for change.</p><p> </p><p>It is for the Governors of Young Offender Institutions, Directors of Secure Training Centres and Managers of Secure Children’s Homes to approve the visit of any person to a custodial establishment. Consideration will be given to the purpose of the visit, an assessment of the risk that the individual poses, and to wider responsibilities to ensure that young people are safeguarded at all times.</p> more like this

star this property answer text <p /> <p>The Youth Justice Board for England and Wales (YJB) is working in partnership with a wide range of public, private and voluntary and community sector organisations to seek to take preventative action to ensure that young people do not end up in custody. This is the booking system the Youth Justice Board's Placements Service uses to book young people into custody.</p><p> </p><p>The information prior to April 2012 comes from the Youth Justice Board's (YJB’s) Secure Accommodation Clearing House System (SACHS) database.</p>
